PUBLIC HEARING – CONSIDERATION OF RESOLUTION NO. 25-150, ESTABLISHING FEES FOR PLAY

UPON THE SAN CLEMENTE MUNICIPAL GOLF COURSE, REPEALING AND REPLACING RESOLUTION NO. 23-02 ..body
Fiscal Impact:

The proposed fee increases are projected to generate approximately $406,000 in additional annual revenue for the Municipal Golf Course. This additional funding is critical to and will be used to offset rising operational costs, including labor, equipment, and materials for, and will help sustain the long-term financial health of, the Municipal Golf Course. By structuring the increases with greater emphasis on non-resident play, the City ensures that residents and juniors continue to have access to affordable recreational opportunities.

Summary:

The City Council is requested to consider the adoption of a resolution adjusting greens fees and related fees at the San Clemente Municipal Golf Course. The proposed adjustments include a 10% increase for resident golfers and an 18% increase for non-resident/standard rate golfers, with additional increases for private carts and resident membership cards. The last greens fee increase occurred in 2023, when a general 10% increase was applied across the fee schedule.

The proposed adjustments are necessary to address rising labor, equipment, and material costs for the Municipal Golf Course, while maintaining affordable access for residents and juniors. The fees do not exceed the cost of providing Municipal Golf Course services.

Background:

On September 22, 2025, at its special meeting, the Golf Course Committee met to evaluate the current fee structure. As part of its discussion, 20 comparable courses were reviewed, including 7 municipal courses. The findings indicate that San Clemente’s rates remain at the lower end of comparable facilities, particularly for resident play.

A summary of changes is listed below: FY26 BUDGET PROPOSED INCREASE ADJUSTED FY26 BUDGET GREENS FEES (056-000-34760) $ 2,550,000.00 $ 390,660.00 $ 2,940,660.00 REGISTRATION CARD/TICKET SALES (056-000-34762) 90,200.00 13,530.00 103,730.00 GOLF TOURNAMENT (056-000-34765) 4,000.00 600.00 4,600.00 GOLF CART REGISTRATION (056-000-34770) 7,000.00 1,050.00 8,050.00 $ 2,651,200.00 $ 405,840.00 $ 3,057,040.00

Friday Rate Classification
In addition to the across-the-board adjustments, the Golf Course Committee has recommended that Fridays be classified as weekend rates for non-resident (Standard Rate) golfers only, while residents will continue to pay weekday rates. Current practice applies weekday rates on Fridays.

This proposed adjustment recognizes the higher demand for Friday play, particularly from nonresident users, while preserving affordability for San Clemente residents. This action is anticipated to impact approximately 6,110 rounds annually, producing a modest but meaningful revenue enhancement that helps offset operating pressures. 2 1

CITY OF SAN CLEMENTE
Holidays are proposed to remain the same as listed in Resolution No. 20-71, Section 9. (See Attachment 2.)
Fiscal Impact and Fund Context
The San Clemente Municipal Golf Course operates as an enterprise fund, meaning it is intended to be financially self-sustaining through the revenues generated from greens fees, cart fees, and related charges. Revenues collected are deposited into the Golf Fund and are used exclusively to support golf course operations, maintenance, and capital improvements.

Since the last greens fee adjustment in 2023, the course has experienced significant upward pressure on its operating costs. These pressures include:
 Labor Costs: Negotiated MOU salary increases of 1% on July 1, 2023, 3.5% on July 1, 2024, and 3% on July 1, 2025.
 Utility Costs: Increases ranging from 2–10% annually across the past and current fiscal years.
 Consumer Price Index (CPI): General cost-of-living increases of 4.1% in 2023, 2.9% in 2024, and 2.9% in 2025.
 Supplies and Operations: Escalating costs for fuel, fertilizers, and turf management equipment, which are essential to maintain the course at its current, or improved, playing conditions.

The proposed fee adjustments are projected to generate approximately $406,000 in additional annual revenue. These increases are aligned with the documented rising costs, will not exceed the cost of providing golf course services and will allow the Golf Fund to continue meeting operational demands without impact on the General Fund.

Council Options:
 Adopt Resolution No. 25-150, which will approve the recommended fee adjustments for each rate type and apply weekend rates on Fridays for Non-Residents, while maintaining weekday rates for residents, effective November 1, 2025; or
 Amend and adopt the Resolution.
 Defer the action and direct staff to return to the City Council with additional analysis.  Take no action.

Environmental Review/Analysis:

The proposed action to adjust golf course green fees does not constitute a “project” under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b), as 3 Meeting Date: October 7, 2025 Agenda Item: 8D.

CITY OF SAN CLEMENTE
it involves only the modification of fee schedules and will not result in a direct or reasonably foreseeable indirect physical change in the environment.
