Regular Meeting – July 28, 2025
A Regular Meeting of the City of San Clemente Investment Advisory Committee was called to order by City Treasurer, Charlie Smith, on July 28, 2025 at 5:30 p.m. This meeting was conducted in the Community Conference Room at City Hall, 910 Calle Negocio, San Clemente. (1) PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Charlie Smith.

(3) APPROVAL OF MINUTES
Minutes from the April 28, 2025 and May 27, 2025 meetings were approved. Motion was made to approve by Jeff Willardson, seconded by Victor Cabral. Approved 4-0. (4) APPROVE 4
th QUARTER FY 2024-25 INVESTMENT REPORT
The fourth quarter Investment Report was introduced by City Treasurer, Charlie Smith. Jayson Schmitt, Chandler Asset Management representative, reviewed the report with committee members and answered questions. Jeff Willardson moved to approve the 4 th Quarter Investment Report,
seconded by Victor Cabral. Approved 4-0.
(5) SECTION 115 POLICY CHANGES
City Treasurer Charlie Smith presented the Section 115 Trust Policy with recommended changes.
The committee reviewed the document, asked questions and discussed the recommended changes.
Following the discussion, Charlie made a motion to approve the policy as is, with the following additional changes:
1. Review the PARS published ranges and adopt those.
2. In Section 4.8, Review of Investment Performance, remove all examples of benchmarks following the first sentence.
Jeff Willardson seconded the motion. Approved 4-0.
