RESOLUTION NO. 25-185
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONSTRUCTION CONTRACT TO ASPHALT FABRIC AND ENGINEERING, INC. FOR THE LA PATA/ VISTA HERMOSA SYNTHETIC SOCCER FIELD TURF REPLACEMENT, CIP PROJECT NO. 14810; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT IN AN AMOUNT OF $680,804 WHEREAS, the synthetic turf at the City’s La Pata/Vista Hermosa Sports Park has reached the end of its useful life and is in need of replacement; and WHEREAS, on January 14, 2025, the City Council authorized, through the use of a cooperative agreement, the purchase at discount directly from the manufacturer, synthetic turf for the replacement of both soccer fields and found the project categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities), Section 15301 of the state CEQA Guidelines (14 CCR 15301); and WHEREAS, City staff conducted a competitive bidding process for the removal and replacement of synthetic turf, CIP Project No. 14810, in compliance with the City’s Purchasing Policy and state law; and WHEREAS, on October 17, 2025, the City received one responsive base bid from Asphalt Fabric and Engineering, Inc. in the amount of $639,254 for the removal and replacement of the existing synthetic turf soccer fields.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and fully incorporated herein.
SECTION 2. That the construction contract for the La Pata/Vista Hermosa Synthetic Soccer Field Turf Replacement, CIP Project No. 14810, is hereby awarded to Asphalt Fabric and Engineering, Inc. as the lowest responsive and responsible bidder, based on the “Base Bids”.
SECTION 3. That the City Manager is authorized and directed to execute a construction contract with Asphalt Fabric and Engineering, Inc. in an amount not to exceed $680,804 for the La Pata/Vista Hermosa Synthetic Soccer Field Turf Replacement, CIP Project No. 14810 in a form substantially similar to that presented to City Council on November 18, 2025.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
