RESOLUTION NO. 25-187
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, REJECTING ALL BIDS FOR THE DIJE COURT AND EL PORTAL BEACH WOOD STAIRS REPLACEMENT, CIP PROJECT NO. 22801 WHEREAS, the existing wooden staircases at Dije Court and El Portal Beach accesses have met their useful life and need replacement; and WHEREAS, the project would repair and replace the existing staircases with new wood and stainless-steel railings providing an improved access for the public to the City’s coastline; and WHEREAS, the City conducted formal competitive bidding for the Dije Court and El Portal Wood Stair Replacement, CIP Project No. 22801 (Project); and WHEREAS, on April 24, 2025, the City received four bids ranging from $195,039.62 to $357,700 for the Project; and WHEREAS, upon further consideration of the state of the landings and harsh environment, City staff is recommending reevaluating the project to also include replacement of the landings; and WHEREAS, Public Contract Code section 20166 allows a City to reject any bids presented and readvertise in the discretion of the City Council; and WHEREAS, rejecting all bids, revising the project plans and specifications to include replacement of the landings, and re-bidding the project with the revised scope of work is in the best interests of the City and the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated fully herein.
SECTION 2. That all bids received on April 24, 2025 for the Dije Court and El Portal Beach Wood Stairs Replacement are hereby rejected pursuant to Section 20166 of the Public Contract Code.
SECTION 3. That City Staff is authorized and directed to re-bid the Dije Court and El Portal Beach Wood Stairs Replacement project with a revised scope of work.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
