RESOLUTION NO. 25-188
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, REJECTING ALL BIDS FOR THE REEVES BOOSTER PUMP STATION, CIP PROJECT NO. 17405 WHEREAS, City of San Clemente Water Master Plan, dated March 2006, recommends construction of the Reeves Booster Pump Station (Project) to supply potable water from a regional water main trunk named Local Transmission Main to Forester Ranch and Marblehead areas; and WHEREAS, the Project is needed due to hydraulic restrictions within the existing system under peak demands; and WHEREAS, the proposed Project will also convey water to Reservoir 7 when it cannot be served via Frontera Turnout (i.e., another main potable supplier for the City); and WHEREAS, the City conducted the formal competitive bidding for the Reeves Booster Pump Station, CIP Project No. 17405; and WHEREAS, on September 25, 2025, the City received thirteen bids ranging from $4,214,762 to $5,816,000 for the Base Bid for the Project; and WHEREAS, all bids exceed the current available approved budget of $3,183,339 for the Project; and WHEREAS, upon evaluation and consideration, rejecting all bids, conducting a process of value engineering and re-scoping to further identify cost-saving opportunities while maintaining the required level of serviceability, revising the Project plans and specifications accordingly, and re-bidding the project is in the best interests of the City and the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated fully herein.
SECTION 2. That all bids received on September 25, 2025 for the Reeves Booster Pump Station, CIP Project No. 17405, are hereby rejected pursuant to Section 20166 of the Public Contract Code.
SECTION 3. That staff is authorized and directed to conduct value engineering and re-scoping to further identify cost-saving opportunities while maintaining the required level of serviceability for the Reeves Booster Pump Station, CIP Project No. 17405 and revise the Project plans and specifications accordingly to re-bid the project.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
