CONSIDERATION OF A RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO DIAMOND CONSTRUCTION & DESIGN FOR THE STORM DRAIN GRAVITY MAIN SWGM16135 REPAIRS, PROJECT NO. 26001; APPROVING A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF $735,000 FROM THE STORM DRAIN FUND INTO ACCOUNT NO. 059- 553-43420-000-26001; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONSTRUCTION CONTRACT IN AN AMOUNT NOT TO EXCEED $573,637; AND FINDING

THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ..body ACT
Fiscal Impact:

The total estimated construction cost for the Storm Drain Gravity Main SWGM-16135 Repairs is $735,000, funded from the Storm Drain Fund Depreciation Reserve / Storm Drain Rehabilitation, Account No. 059-553-43420-000-26001, which has a current account balance of $99,700. To provide funding for this storm drain repair, staff is recommending a supplemental appropriation in the amount of $735,000 from the Storm Drain Fund into Account No. 059-553-43420-000-26001, which will be funded by a loan from the Local Drainage Facilities Fund in an amount up to $735,000 from the Catch Basin and Strom Drain projects.

Summary:

Due to heavy rains during the winter months of 2024, a 30-inch corrugated storm drain metal pipe (CMP), as shown below, was corroded and failed, forming a 28-foot deep sinkhole at the bottom of the slope adjacent to Caltrans right-of-way. To circumvent further damage to the storm drain, staff is recommending replacement of a section of the storm drain line at a nominal depth and installation of a new manhole. A bid package was prepared and advertised, and competitive bids were received on September 18, 2024.

To make the repair, staff is recommending that the City Council award a construction contract (Attachment 2) to Diamond Construction & Design in an amount not to exceed $573,637 and approve a 19% project contingency for the Storm Drain Gravity Main SWGM-16135 Repairs, Project No. 26001.

Background:

Based on a Closed Circuit TV (CCTV) inspection of this storm drain pipe, staff found a corroded section of 30-inch corrugated storm drain metal pipe (CMP) between Camino de Los Mares and Interstate five that failed, and a 28-foot deep sinkhole was formed at the bottom of the slope. The project will backfill the sinkhole and replace approximately 230 linear feet of the corroded CMP pipe with a corrugated plastic pipe with at a normal depth of approximately five feet, instead of nearly 30 feet. An alternate bid item is included that provides construction of an additional 15 feet of storm drain pipe at the top of the slope connection, as needed, to be determined during construction when the existing pipe is exposed.

Staff prepared a bid package, notified local contractors, and advertised the project for competitive bidding on the PlanetBids website and in the SC Times. On September 18, 2024, the City received four (4) bids, Base Bids ranging from $558,637 to $930,950, as shown on the table below.
