On January 9, 2025, staff contacted local contractors, published a notice inviting bids for this project in the SC Times, and published a bid solicitation on PlanetBids. Bids were opened on January 30, 2025, and the results are presented in the table below. Bids ranged from $899,620.50 to $1,409,219. The local business contractor is Diamond Construction & Design, and staff analyzed the local preference amount per City of San Clemente Municipal Code
3.40.030.D: Local Preference for an Open Bid.
According to the local preference bid amount calculation, Diamond Construction & Design’s bid of $964,385.00 is greater than 107% of the apparent low bid of $962,593.94 (i.e. $899,620.50 x 107%). Therefore, the lowest responsive and responsible bidder is L.C. Paving & Sealing, Inc. of Escondido, California, with a total bid of $899,620.50.
