CITY OF SAN CLEMENTE, CALIFORNIA
RELATIVE TO THE FOLLOWING:
Notice of Public Hearing on Proposed Adoption of the Beaches, Parks and Recreation Department Cost Recovery Policy and Fee Schedule Amendments NOTICE IS HEREBY GIVEN that the City Council of the City of San Clemente will conduct a Public Hearing on Tuesday, November 18, 2025, at 5:30 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers, 910 Calle Negocio, San Clemente, California, to consider the following item:
The City of San Clemente is proposing to adopt a comprehensive Cost Recovery Policy for the Beaches, Parks and Recreation Department. The policy establishes consistent principles and guidelines for determining user fees and cost recovery targets for programs, services, and facility rentals. The City Council will also consider amendments to the Beaches, Parks and Recreation Department Fee Schedule to align with the findings of the Comprehensive Cost of Services and Fee Study prepared by the Matrix Consulting Group.
This public hearing is conducted pursuant to California Government Code Sections 66018, which require local agencies to hold a public hearing prior to adopting new fees or increasing existing fees, and to make available supporting data at least 10 days in advance of the hearing. The proposed adjustments pertain solely to recreation facility fees, which are voluntary charges incurred only when an individual or organization elects to use the City’s recreation facilities. These fees are not mandatory taxes or assessments, but rather per-use fees to cover a portion of the operating and maintenance costs of each facility.
The proposed policy and associated fee adjustments are anticipated to increase departmental cost recovery and improve long-term fiscal sustainability; however, the exact revenue impact will vary based on service demand and implementation timing.
Information is available for public inspection and comment at the San Clemente Community Center located at 100 North Calle Seville, San Clemente, California, 92672, and by contacting the San Clemente Community Center (949) 361-8264. If you challenge this project in court, you may be limited to raising only those issues you or someone else raised in written correspondence delivered to the City of San Clemente at or before the public hearing.
To allow staff adequate time to confirm software compatibility, individuals wishing to utilize electronic visual aids to supplement their oral presentations at the meeting must submit the electronic files to the City Clerk by no later than 12:00 p.m. on the day of the meeting. Only compatible electronic formats will be permitted to be used on City audio/visual computer equipment. Staff makes no guarantee that such material will be compatible, but will use its best efforts to accommodate the request.
NOTICE IS FURTHER GIVEN that said public hearing will be conducted by the San Clemente City Council on Tuesday, November 18, 2025 at 5:30 p.m. in the City Council Chambers located at 910 Calle Negocio, 2nd floor, San Clemente. All interested persons are invited to attend said hearing or to provide written communication to the City Council to express their opinion on the proposed changes.
