RESOLUTION NO. 25-189
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ACKNOWLEDGING THE APPOINTMENT OF THE FINANCE MANAGER AS DEPUTY CITY TREASURER AND AUTHORIZATION FOR THE DEPUTY CITY TREASURER TO PERFORM THE DUTIES OF THE CITY TREASURER IN ACCORDANCE WITH SAN CLEMENTE MUNICIPAL CODE SECTION 2.14.030 AND GOVERNMENT CODE SECTIONS 41003 AND 41005 FOR THE PERIOD COTERMINOUS WITH THE FINANCE MANAGER’S TENURE IN THAT ROLE WHEREAS, San Clemente Municipal Code section 2.14.030 and Government Code section 41006 authorize the City Treasurer to appoint deputies to carry out the duties prescribed by law; and WHEREAS, while the administrative responsibilities of the City Treasurer have historically been performed by City staff, no documentation of the City Treasurer’s official appointment of deputies was located; and WHEREAS, the City’s Finance Manager currently performs certain day-to-day treasury functions, including the receipt, custody, investment, and disbursement of City funds, in alignment with the duties of the City Treasurer and consistent with San Clemente Municipal Code section 2.14.030 and Government Code sections 41003 and 41005; and WHEREAS, upon recommendation, review and approval of the Investment Advisory Committee at its regular meeting on October 30, 2025, the City Treasurer officially confirmed his appointment of the Finance Manager, Sheryl Mariano, to serve as Deputy City Treasurer, coterminous with the Finance Manager’s tenure in that role and the authorization of the Deputy City Treasurer to perform the duties of the City Treasurer in accordance with San Clemente Municipal Code section 2.14.030 and Government Code sections 41003 and 41005.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitals are considered findings by the City Council and incorporated fully into the body of this resolution.
SECTION 2. The City Council hereby acknowledges and supports the official documentation of the appointment of the Finance Manager, Sheryl Mariano, as the Deputy City Treasurer, coterminous with the Finance Manager’s tenure in that role, unless otherwise modified by the City Treasurer.
SECTION 3. The City Council hereby acknowledges and supports the official documentation of the authorization of the Deputy City Treasurer to perform the duties of the City Treasurer in accordance with San Clemente Municipal Code section 2.14.030 and Government Code Sections 41003 and 41005.
SECTION 4. The City Clerk shall attest to this resolution and enter it into the book of original resolutions.
