REGULAR MEETING
CALIFORNIA MONDAY, MARCH 24, 2025 5:00 P.M.
Chair Fowler called the Regular Meeting of the Arts and Culture Committee of the City of San Clemente to order on Monday, March 24, 2025, at 5:02 p.m. at the City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA. Committee Member Groseth led the Pledge of Allegiance.
PRESENT Chair Sherman Fowler, Jacqui Groseth, Vice Chair Shane Hirschman, Kathi Koehler, Joshua Paskowitz
ABSENT Nicholas Crays, Amanda Greco
STAFF PRESENT Samantha Wylie, Beaches, Parks and Recreation Director Debbie Fields, Administrative Assistant
APPROVAL OF MINUTES
Motion by Committee Member Koehler, seconded by Chair Fowler, CARRIED 5- 0, Committee Members Crays and Greco absent, to approve the minutes of the January 27, 2025, Arts and Culture Committee Regular Meeting.

6. STAFF COMMUNICATIONS
Samantha Wylie, Beaches, Parks & Recreation Director, stated that the City Council will be considering a revision to the Committees and Commissions structure at its April 1, 2025 meeting and this Committee is proposed to move to a quarterly meeting beginning July 1, 2025 and that the body will stay as is with seven members.

ITEMS FROM COMMITTEE MEMBERS
A. Subcommittee - Art Exhibits/Displays (Crays, Fowler, Hirschman) Vice Chair Hirschman mentioned the Día de los Muertos event and that it was very successful.
B. Subcommittee - Concert Series & Events (Crays, Hirschman, Paskowitz) Vice Chair Hirschman shared that the artists for the Summer line-up have been booked.
C. Subcommittee - Amphitheater & Performing Arts Facility (Crays, Hirschman, Koehler)
Committee Member Koehler stated that they will be setting up a time to meet with Councilman Zhen Wu, and get his input on how he wants to proceed and find out how to get interested parties to underwrite the performing arts location.
D. Subcommittee - Art on Public Property (Greco, Koehler) Committee Member Koehler commented that they have the City's guidelines on Art on Public Property and will be reviewing them.
E. Subcommittee - Utility Box Art Program (Crays, Greco, Koehler) Committee Member Koehler commented that they are looking at getting sponsors to pay the stipend and will also look into the maintenance of the boxes.
F. Future Agenda Items
Vice Chair Hirschman would like each Committee Member to bring their top three list of items that are actionable for the Committee to the next meeting.
8. ADJOURNMENT
Motion by Chair Fowler seconded by Committee Member Koehler, CARRIED 5-0, Committee Members Crays and Greco absent, to adjourn at 5:22 p.m. to a regular meeting on March 24, 2025, at 5:00 p.m. at City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA.
