RESOLUTION NO. 25-192
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AMENDING WALL OF RECOGNITION POLICY NO. 103-2-1 TO UPDATE NOMINATION REQUIREMENTS AND CLARIFY APPLICATION REVIEW PROCEDURES WHEREAS, the Wall of Recognition Policy No. 103-2-1 establishes the procedures and criteria for nominating individuals whose significant contributions have enhanced the quality of life in the City of San Clemente; and WHEREAS, the City desires to maintain a transparent, consistent, and verifiable nomination process that upholds the intent and integrity of the Wall of Recognition program; and WHEREAS, staff has identified the need to clarify and update requirements for consensus-based nominations, including the number of required sponsoring residents and the documentation necessary for residency verification; and WHEREAS, the City also seeks to reaffirm and clarify the authority of the Beaches, Parks & Recreation Director to deny or return nomination applications that are incomplete or contain falsified information during the initial review process; and WHEREAS, the City Council finds it in the best interest of the City to amend Policy No. 103-2-1 to reflect these updates.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. Policy No. 103-2-1 is hereby amended to require that consensus nominations be supported by a minimum of twelve (12) individuals whose primary residences are within the City of San Clemente.
SECTION 2. Policy No. 103-2-1 is hereby amended to require that all consensus nominations include a completed and signed nomination form for each sponsoring resident, which must include the resident’s name, address, phone number, signature, and a residency verification declaration consistent with Policy Section 5.3.
SECTION 3. Policy No. 103-2-1 is hereby amended to clarify that the Beaches, Parks & Recreation Director, or designee, has the authority to deny or return nomination applications that are incomplete or found to contain falsified information during the initial submittal review prior to consideration by the Wall of Recognition Committee.
SECTION 4. All other provisions of Policy No. 103-2-1 not amended by this Resolution shall remain in full force and effect.
SECTION 5. Staff is hereby authorized and directed to implement the revisions to Policy No. 103-2-1 consistent herewith and in a form substantially similar to that presented to the City Council on November 18, 2025.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
