A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL CONSULTANT SERVICES AGREEMENT TO AKM CONSULTING ENGINEERS FOR THE ENGINEERING CONSTRUCTION SUPPORT SERVICES DURING CONSTRUCTION OF THE CALLE REAL PUMP STATION REHABILITATION, CIP PROJECT NO. 19516, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE PROFESSIONAL CONSULTANT SERVICES AGREEMENT, IN AN AMOUNT OF NOT TO EXCEED $143,960 WHEREAS, the Calle Real Pump Station was constructed in the early 1960’s and is in need of upgrades which will allow the City to efficiently abandon the existing Reservoir 6 which has reached the end of its useful life; and WHEREAS, on November 4, 2025, the City Council awarded a construction contract to RE Chaffee Construction Inc. to perform the construction rehabilitation needed for the Calle Real Pump Station, CIP Project No. 19516 (Project); and WHEREAS, AKM Consulting Engineers (AKM) were the design engineers for the Project; and WHEREAS, staff requested proposals from AKM, PACE, BKF Engineers and MBF Consulting, Inc. for the engineering construction support services during construction of the Project. Only AKM provided a proposal in the amount of not to exceed $143,960, which is a fair and reasonable price; and WHEREAS, the Project was previously found to be categorically exempt from the California Environmental Quality Act (CEQA) under Class 2 of the State CEQA Guidelines, Section 15302 – Replacement of Existing Facilities, since it consists of replacement and updating the existing components of the Station within the same site and having substantially the same purpose and functionality. The notice of exemption was filed with the County of Orange on September 18, 2025; and WHEREAS, Staff reviewed the proposal from AKM and recommends awarding a Professional Consultant Services Agreement to AKM Consulting Engineers to provide the Engineering Construction Support Services during construction of the Project.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. Recitals. The above recitals are considered findings by the City Council and incorporated fully into the body of this resolution.
SECTION 2. That a Professional Consultant Services Agreement is hereby awarded to AKM Consulting Engineers to provide Engineering Construction Support Services during construction for the Project.
SECTION 3. That the City Manager is hereby authorized and directed to execute a Professional Consultant Services Agreement with AKM Consulting Engineers, in an amount not to exceed $143,960, in a form substantially similar to Contract No. C25-XX presented to the City Council on December 9, 2025.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
