RESOLUTION NO. 25-200
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING A SUPPLEMENTAL APPROPRIATION FOR THE INSTALLATION OF A NEW ELECTRICAL PANEL TO SUPPORT THE CITY HALL EMERGENCY DOOR RELEASE SYSTEM AND MAGNETIC LOCKING SYSTEM AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 OF THE STATE CEQA GUIDELINES SECTION 15301 (EXISTING FACILITIES, 14 CCR 15301) WHEREAS, City Hall currently utilizes an electronic FOB access system at primary exterior doors and several internal locations as part of the City’s ongoing efforts to enhance safety, security, and controlled access; and WHEREAS, staff has identified the need to expand electronic FOB pads to all stairwell doors to maintain secure daily access while ensuring that all doors automatically unlock during fire alarms or other emergencies in compliance with life-safety standards; and WHEREAS, expansion of the FOB system requires additional electrical capacity; and WHEREAS, staff has determined that the existing electrical panel serving the access-control system has reached its capacity and cannot support the additional power load required for the expanded system; and WHEREAS, a dedicated electrical panel upgrade is necessary to allow for the installation and operation of the expanded FOB pads and magnetic door locking system; and WHEREAS, appropriating funds for such a dedicated electrical panel upgrade is in the best interests of the City and the public.

NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:

Based on its review of the record as a whole, the City Council determines that the project, which consists of the installation of the electrical panel and associated door-locking equipment, it is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines §15301 (Class 1) because it is a minor alteration to existing facilities with no direct or reasonably foreseeable indirect environmental impacts.
