DESIGN REVIEW SUBCOMMITTEE

Chair Camp called to order the Design Review Sub-Committee Regular Meeting for City of San Clemente on November 12, 2025.
1. APPROVAL OF MINUTES
A. Receive and File Minutes from the October 15, 2025, 2025 Regular Meeting Moved for the approval of minutes to the next DRSC meeting.
B. Receive and File Minutes from the October 29, 2025, 2025 Regular Meeting There being no changes to the October 29, 2025 Meeting of DRSC, the minutes were received and filed.
2. ARCHITECTURAL REVIEW OF THE FOLLOWING ITEMS:
A. Public Hearing Project (PHP) 25-381/ Development Permit (DP) 25-469/ Minor Exception Permit (MEP) 25-470, Wolter Duplex
A request to allow an addition and exterior facade changes to a residence within the Architectural Overlay and adjacent to a historic structure at 210 S. Calle Seville.
Assistant Planner Gruszczynski summarized the staff report and included general and specific information applicable to the project.
Manny Montes (architect for the Applicant) and John Wolter and List Wolter, property owners of 212 S. Calle Seville, were present to respond to questions related to their application. The applicant stated that they wanted to keep the second stairway and use a metal roofing material that is intended to mimic the look of Spanish tile. But, staff was not supportive of these project elements so they were removed. However, the applicant requested DRSC to comment on these ideas.
Design Review Subcommittee Meeting Minutes November 12, 2025 Page 2 One public comment was received from Larry Culbertson. Larry expressed support of the project proposal; however, he was concerned about the lack of sidewalk along Avenida Santa Barbara and that the sidewalk waiver indicates a sidewalk will never be constructed along the street.
The Design Review Subcommittee (DRSC) discussed the project, and made the following comments either individually or as a group:
• The remodel should improve the building in character with the existing architectural style unless the project converts the residence to a true form of Spanish architecture, including use of traditional materials like Spanish roof tiles.
• The lighting around the Juliet balcony should be removed or relocated with a light adjacent to the front entrance to Unit B and the other placed by the garage door.
• The roof material should be of a higher quality composite material than that which is proposed, with additional depth and dimension. • The trees along Avenida Santa Barbara should be 15 gallons not 5 gallons. • The stain of the arbor and gate should match the stain of the pergola. • The wrought iron railings should be more decorative.
• There should be a low landscaped retaining wall along Avenida Santa Barbara to attract more attention to landscaping, instead of the slope. • Providing additional landscaping along the side yard is preferable but there was not opposition to having a second stairway if landscaping was welldone. • The applicant can present their ideas for the roof and second stairway to the Zoning Administrator as an alternative if they wish for that to be considered.
The Subcommittee supports the project moving froward to the Zoning Administrator and suggests the applicant work with staff to address recommended design changes.
