A. Public Hearing Project (PHP) 24-139 / Minor Conditional Use Permit (MCUP) 24-140, La Casa Verde Outdoor Display, 130 Avenida Granada A request to review and provide feedback on an outdoor display associated with retail sales at a historical resource located at 130 Avenida Granada.
Assistant Planner Coury summarized the staff report that highlighted:
In the September 4, 2025 Zoning Administrator Meeting, the Zoning Administrator referred the item to the Cultural Heritage Subcommittee (CHSC) and Planning Commission due to concerns by the Zoning Administrator about visual impacts on the historic structure and impacts to parking. The outdoor display occupies required parking spaces, necessitating parking waivers or off-site parking agreements, along with the minor conditional use permit for outdoor display.
Staff stated that there is a potential benefit to the outdoor display. The Zoning Administrator requested that the CHSC recommendation whether the Findings need to be made by the Planning Commission in order to approve the loss of parking, and allow the outdoor display in an area that adds to the public aesthetic.
Design Review Subcommittee Meeting Minutes December 10, 2025 Page 2 The CHSC discussed the zoning requirements and current condition of the site with the applicants and staff; suggested that the applicant explore the possibility of obtaining two designated parking spaces from neighboring parking lots and report back to the Planning Commission if this is feasible; and include a narrative about the business’s history, clientele, and understanding of display rules. The CHSC also suggested that the applicant work with staff to ensure landscaping, outdoor display, and clear walking paths to the business if they choose to maintain the existing two on-site parking spaces. The Planning Commission public hearing date is to be determined.
B. Public Hearing Project (PHP) 24-085 / Minor Conditional Use Permit (MCUP)24-104, Coastal Abode Outdoor Display, 228 Avenida Del Mar A request to review and provide feedback on an outdoor display associated with retail sales at a historical resource located at 228 Avenida Del Mar.
Assistant Planner Coury introduced Sabrina Lane-Erwin, the property owner; and Terry Murphy, the leaseholder of Coastal Abode.
Staff stated that there is a potential benefit to the outdoor display. The Zoning Administrator requested that the CHSC recommendation whether the Findings need to be made by the Planning Commission in order to approve the loss of parking, and allow the outdoor display in an area that adds to the public aesthetic.
The CHSC discussed zoning requirements and current condition of the site, with staff, the property owner, and leaseholder. The property owner is trying to be supportive of the current business, and wants to retain the drive approach for current and future uses. The CHSC also suggested that the applicant work with staff to ensure improved landscaping, designate outdoor display, and clear walking paths to the business if they choose to maintain the existing two on-site parking spaces. The CHSC’s concern is the visual impact of the outdoor display on the historic structure, and encouraged the property owner and leaseholder to secure a parking agreement with neighboring business during off-peak hours, or pursue parking waivers for the two on-site parking spaces due to the location on Ave Del Mar. The Planning Commission meeting date is to be determined.
