RESOLUTION NO. 25-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING A FIRST AMENDMENT TO CONTRACT NO. C24-67 WITH GREAT SCOTT TREE SERVICE, INC. TO INCREASE THE FY 2025–26 BASE CONTRACT AMOUNT BY $57,719, AND FINDING THE ACTION CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 OF THE STATE CEQA GUIDELINES SECTION 15301 (EXISTING FACILITIES, 14 CCR 15301) WHEREAS, in November 2024, the City Council awarded Contract No. C24-67 to Great Scott Tree Service, Inc. (“Great Scott”) for citywide tree maintenance services, including annual trimming of public trees, arborist services, stump grinding, and as-needed emergency response and removals; and WHEREAS, Section 3.3.1 of Contract No. C24-67 establishes the compensation and not-to-exceed amount for Fiscal Year 2025–26; and WHEREAS, during FY 2025–26, the City required out-of-cycle tree maintenance work at San Gorgonio Park that was necessary to protect public safety, preserve tree health, and address hazardous conditions affecting the surrounding park; and WHEREAS, the cost of this work exceeded the existing base contract allocation for FY 2025–26, and the City desires to amend the Agreement to reflect a one-time increase to the base contract amount; and WHEREAS, sufficient funding is available in the FY 2025–26 adopted budget and no additional appropriation is required.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. Based on a review of the record as a whole, the City Council finds and determines that the approval of the First Amendment to Contract No. C24-67 is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines §15301 (Class 1, Existing Facilities) because it consists of the operation, repair, maintenance, and minor alteration of existing public facilities, including routine tree trimming and landscape maintenance.
SECTION 2. The City Council approves the First Amendment to Contract No. C24-67 with Great Scott Tree Service, Inc., increasing the FY 2025–26 base contract amount by $57,719, for a revised not-to-exceed amount of $437,656.57, with funding available in Account No. 001-633-43426, and with no change to the supplemental/emergency work allocation.
SECTION 3. The City Manager, or designee, is hereby authorized and directed to execute the First Amendment in a form substantially similar to that presented to the City Council on January 20, 2026.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
