7. Refunds: Payee is not entitled to a refund of any portion of the tax by reason of termination of business prior to expiration of the term for which the certificate was issued.
8. Renewal: The business owner is responsible for timely renewal. Delinquent fees must be added if payment is not received later than the expiration date.
