RESOLUTION NO. 26-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE FORMATION OF A STAFF AND ADVISORY COMMITTEE TO DEVELOP A REQUEST FOR PROPOSALS FOR SAN CLEMENTE MUNICIPAL GOLF COURSE PRO SHOP SERVICES, INCLUDING MODIFICATION OF THE REVENUE-SHARING MODEL FOR PRO SHOP AND STARTER OPERATIONS, AND FINDING THE ACTION CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO TITLE 14, SECTIONS 15301 AND 15323 OF THE CEQA GUIDELINES WHEREAS, the City of San Clemente owns and operates the San Clemente Municipal Golf Course as a public recreational facility funded through the Golf Course Enterprise Fund; and WHEREAS, the City has historically contracted Pro Shop operations and related services at the Municipal Golf Course, with the current agreement set to expire on December 31, 2026; and WHEREAS, on August 5, 2025, the City Council directed staff to evaluate future operational models for the Municipal Golf Course Pro Shop and return with a comprehensive analysis; and WHEREAS, on November 4, 2025, the City Council reviewed staff’s evaluation of operational options, including in-house, hybrid, and fully contracted models, and directed staff to obtain advisory input from the Golf Course Committee prior to taking final action; and WHEREAS, on November 20, 2025, the Golf Course Committee reviewed the matter and unanimously recommended that Pro Shop operations be evaluated through a comprehensive Request for Proposals (RFP) encompassing all service areas, and that the Committee participate in the development and evaluation of proposals; and WHEREAS, the City Council has considered the Committee’s recommendation, staff analysis, and the City’s long-term goals of fiscal stewardship, operational accountability, and high-quality customer service for the Municipal Golf Course; and WHEREAS, the City Council desires to ensure that the RFP structure, including revenue-sharing provisions for Pro Shop and Starter operations, is aligned with the best financial, operational, and customer-service interests of the Municipal Golf Course; and WHEREAS, the City Council recognizes that increased Golf Course revenues may be necessary to support proper course maintenance, competitive employee compensation, employee retention, and planned capital improvements, and that revenue-sharing provisions are a critical component of ensuring the long-term financial sustainability of the Municipal Golf Course.

NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:

Section 1. The City Council hereby authorizes the formation of a Golf Course RFP Task Force to develop the Request for Proposals (RFP) for Pro Shop services at the San Clemente Municipal Golf Course and to evaluate and modify the revenue-sharing model for Pro Shop and Starter operations, as determined to be in the best interest of the Golf Course.

The Task Force shall be comprised of the following members:

A. City Manager
B. Beaches, Parks and Recreation Director
C. City Councilmember liaison to the Golf Course Committee D. Chairperson of the Golf Course Committee
Section 2. The Task Force is directed to develop the scope and structure of a Request for Proposals (RFP) for the daily operations of the San Clemente Municipal Golf Course, excluding course maintenance, consistent with the City’s current operational model, to include, but not be limited to:

The operational structure of the Golf Course, including which operations will be under the direction of the private contractor.

A revenue-sharing schedule that will provide adequate revenue to the Golf Course for maintenance and improvements, but retain competitive revenue for a potential bidder.

Specific strategies to ensure accountability, transparency, and accuracy.

The RFP shall be structured to ensure continuity of service, fiscal responsibility, and a high-quality customer experience consistent with the City’s community values.

Section 3. The Task Force is further authorized to review, evaluate, and modify the revenue-sharing model for Pro Shop and Starter operations as part of the RFP development process, provided that any recommended revenue-sharing structure is designed to support the financial sustainability and long-term operational success of the Municipal Golf Course and is subject to final City Council approval as part of any contract award.

Section 4. The Beaches, Parks and Recreation Director is authorized to take all administrative actions necessary to support the Task Force, prepare, issue, and administer the RFP in accordance with this Resolution and applicable City policies. Following completion of the RFP process, staff shall return to the City Council with a recommendation based on an evaluation of the proposals received and input from the Golf Course RFP Task Force.

Section 5. Based on a review of the record as a whole, the City Council finds that the actions authorized by this Resolution are categorically exempt from the California Environmental Quality Act (CEQA) under Title 14, Sections 15301 (Existing Facilities) and 15323 (Normal Operations of Facilities for Public Gatherings) the State CEQA Guidelines as they involve no expansion of use and represent continuation of existing operations within existing facilities.

Section 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
