REGULAR MEETING
MONDAY, OCTOBER 27, 2025, 5:00 P.M.
Chair Greco called the Regular Meeting of the Arts and Culture Committee of the City of San Clemente to order on Monday, October 27, 2025, at 5:05 p.m. at the City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA. Chair Greco led the Pledge of Allegiance.

ABSENT Fowler
Fowler joined the dais at 5:10 p.m.

1. APPROVAL OF MINUTES
A. July 28, 2025, Arts and Culture Committee Regular Meeting Minutes Motion by Committee Member Koehler, seconded by Committee Member Paskowitz, CARRIED 5-0, Committee Member Fowler absent, to approve the minutes of the July 28, 2025, Arts and Culture Committee Regular Meeting.

5. NEW BUSINESS
A. Implementation of the FY 2025-2026 Arts & Culture Committee Work Plan Samantha Wylie, Beaches, Parks & Recreation Director, mentioned that the FY 2025-26 Arts and Culture Work Plan has been approved by Council as proposed and discussed the next steps for the Committee. &

Committee Members either individually or as a group discussed the following:
• Maintaining the existing subcommittee for the Utility Box Art Program. • The planning of Dia de los Muertos and Cinco de Mayo should have the Art in Public Places Subcommittee's involvement with the Beaches, Parks & Recreation staff. It will add Committee Member Paskowitz to the existing subcommittee.
• Maintaining the existing subcommittee for the Amphitheater & Performing Arts.
Motion by Chair Greco, seconded by Fowler, CARRIED 6-0, to add Committee Member Paskowitz to the Art in Public Places Subcommittee.

6. STAFF COMMUNICATIONS
Beaches, Parks, and Recreation Director Wylie mentioned the upcoming Día de los Muertos event scheduled for November 1, 2025, at Max Berg Plaza Park.
7. ITEMS FROM COMMITTEE MEMBERS
A. Subcommittee – Art Exhibits/Displays (Crays, Fowler, Hirschman) Committee Member Crays stated that they shared the upcoming Día de los Muertos Art Contest information with the Dana Hills High School Ceramics Class, and the teacher would include it as part of the curriculum.
B. Subcommittee – Amphitheater & Performing Arts Facility (Crays, Hirschman, Koehler)
Vice Chair Hirschman mentioned that they met with Councilmember Wu to review City-owned properties, discussed various venue options and scale considerations, and explored non-permanent, collapsible venue concepts.
C. Subcommittee – Art on Public Property (Greco, Koehler) Chair Greco stated they have several agency policies that they are looking at to inform an updated version of the San Clemente Art on Public Property policy.
D. Subcommittee – Utility Box Art Program (Crays, Greco, Koehler) Committee Member Koehler mentioned they have received 25 art piece submissions from 10 artists, and they have selected two artists, Rick Delanty and Claire Miller, to install artwork on three boxes; Committee Member Crays requested the dimensions for printing the vinyl.
E. Subcommittee – Surfer, Skater, Art, and Music Hall of Fame (Crays, Hirschman, Paskowitz)
Vice Chair Hirschman stated he will be communicating with the applicant to understand the project going forward.

Amanda Quintanilla mentioned that Bella Collina should be looked at for the amphitheater.
8. ADJOURNMENT
Motion by Committee Member Koehler, seconded by Committee Member Fowler, CARRIED 6-0, to adjourn at 5:55 p.m. to a regular meeting on January 26, 2026, at 5:00 p.m. at City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA.
