RESOLUTION NO. 26-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL CONSULTANT SERVICES AGREEMENT TO TKE ENGINEERING, INC. FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE CALLE REAL PUMP STATION REHABILITATION, CIP PROJECT NO. 19516; AND THE REEVES BOOSTER PUMP STATION, CIP PROJECT NO. 17405, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT IN AN AMOUNT NOT TO EXCEED $564,316 WHEREAS, the Calle Real Pump Station was constructed in the early 1960s, is in need of upgrades, and will provide a redundant system to Reservoir 6 and 10 zones; and WHEREAS, on November 4, 2025, City Council awarded the Calle Real Pump Station Rehabilitation, CIP Project No. 19516, construction contract to RE Chaffee Construction, Inc. for the Calle Real Pump Station Rehabilitation; and WHERAS, the City of San Clemente Water Master Plan, dated March 2006, recommended construction of the Reeves Booster Pump Station to supply potable water from a regional water main trunk (Local Transmission Main) to Forester Ranch and Marblehead areas; and WHERAS, the proposed Reeves Booster Pump Station will convey water to Reservoir 7 zone and provides an alternate supply source, which improves system reliability; and WHEREAS, the Project requires construction management and inspection services (CM & I); and WHEREAS, staff prepared a Request for Proposal for the CM & I services needed for two projects, the Reeves Booster Pump Station and Calle Real Pump Station Rehabilitation, and advertised the project on the PlanetBids website; and WHEREAS, combining these two projects under a single CM&I services contract will result in cost savings, as one inspector can oversee both projects on the same day and the total inspection time for each project is thereby expected to be reduced by approximately half; and WHEREAS, proposals were received from four firms, PDM Consulting, Inc., TKE Engineering, Inc., Valley Construction Management and DUDEK and the fee proposals ranged from $501,600 to $904,615; and WHEREAS, following a review of written proposals and interviews conducted by City staff, it was determined that TKE Engineering, Inc. submitted the best proposal, offering the most qualified project team, and relevant experience at a fair and reasonable price; and WHEREAS, the scope of work includes construction management and inspection services for the Calle Real Pump Station Rehabilitation Project ($282,158) and services to be provided upon execution of the construction contract for the Reeves Booster Pump Station ($282,158), for total proposed fee for the scope of work for both projects of $564,316.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated fully herein.
SECTION 2. A Professional Consultant Services Agreement is hereby awarded to TKE Engineering, Inc. for the Construction Management and Inspection Services for the Calle Real Pump Station Rehabilitation, CIP Project No. 19516 and Reeves Booster Pump Station, CIP Project No. 17405.
SECTION 3. That the City Manager is authorized and directed to execute a Professional Services Agreement with TKE Engineering, Inc. in an amount not to exceed $564,316, in a form substantially similar to that presented to the City Council on February 3, 2026 for the Calle Real Pump Station Rehabilitation, CIP Project No. 19516, and Reeves Booster Pump Station, CIP Project No. 17405.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
