implementation of a temporary pump station for interim service. Mr.
Counce provided daily inspection and monitoring to ensure construction of the project was in accordance with the approved plans and specifications.
• CV Sync Traffic Signal Synchronization, City of Palm Desert - Mr. Counce serves as the Public Works/Electrical Inspector assisting in oversight of all construction activities for Phase 1 of the CV Sync project (Formerly CVAG TSSPP). This work involves plan review, coordination of construction scheduling, invoicing field work, local agency procedures and more. As the Local Agency inspector, Mr. Counce ensures adherence with applicable State and Federal requirements requiring familiarity with the CAMUTCD, Caltrans Standard Plans, Caltrans Construction Manual, Local Agency Procedures Manual and other applicable standards and documents.
• Berg Electric Loma Linda University Medical Center, City of Loma Linda - Mr. Counce served as a Certified Electrician on LLUMC 10-year capitalimprovement program that addressed not only HVAC, ADA and seismic upgrades, but also space needs into the future. Berg Electric has supported LLUMC in its current construction of the $823 million-dollar, tallest hospital in California, standing at 267 feet above ground, with 17 total stories (16 above ground), and the tallest building in San Bernardino County.
• Berg Electric, Indian Wells - Mr. Counce served as a Certified Electrician on Indian Wells Tennis Garden stadium renovation which required over 100,000-man hours from Berg Electric within a nine-month period.
Additionally, a 200-person hospitality room, Front Box Club, satellite broadcast studio, fitness center, and club pro shop also made their debut for the 2017 BNP Paribas Open. Other renovations worth noting include a brand-new media room, two-story office building for tournament management and staff, and additional commissaries to accommodate the new concessions.
• Berg Electric, City of San Bernardino - Mr. Counce served as a Certified Electrician on economic stimulus-related "green" projects. Install new or upgrade existing systems and equipment at major college facilities to achieve energy conservation goals.

Thank you for your time on the phone regarding the Calle Real and Reeves Pump Station Projects. Per the City’s request, TKE has divided the previously submitted fee schedule for providing Construction Management and Inspection services into two separate and equal fee schedules, addressing each project individually.
TKE understands that the City originally bid these projects simultaneously with the intent for construction to run concurrently. However, due to unforeseen circumstances requiring the Reeves Pump Station Project to be rebid, construction for the two projects will no longer proceed at the same time.
In accordance with the RFP, TKE based its proposal on providing one inspector whose time would be split evenly (50/50) between both projects. TKE remains committed to working with the City to minimize cost impacts associated with the revised schedule and proposes the following approach for construction management and inspection services:
• During initial project activities, such as contractor mobilization, demolition, and other early tasks that do not involve substantial construction, TKE’s inspector will be on-site as required, not to exceed four hours per day.
• As the contractor progresses into major construction activities, such as piping, foundations, pump cans, and similar work, TKE recommends full-time, on-site inspection to adequately monitor construction and ensure compliance with project requirements. • Work closely with City Staff and utilize as a resource to help support daily construction management duties.
TKE notes that, based on recent experience working with the awarded contractor on another pump station project, several issues were encountered where continuous on-site inspection was critical to identifying and correcting improper work and enforce the construction schedule. The recommended inspection approach is intended to balance the City’s budget constraints while maintaining quality, compliance, and effective project oversight throughout construction.
TKE will continue to make every effort to manage inspection resources efficiently and remain within the proposed inspection hours. However, due to the projects no longer proceeding concurrently, there is the potential for additional inspector hours over the course of construction.
Should additional hours be required TKE will endeavor to reallocate unused construction management task hours to support field inspections prior to requestion a change order.
