1. CALL TO ORDER
Zoning Administrator (ZA) Adam Atamian called the Regular Meeting of the City of San Clemente Zoning Administrator to order on January 22, 2026 at 3:00 p.m. The meeting was held in the First Floor Community Room of City Hall, 910 Calle Negocio, San Clemente, California.

2. MINUTES
A. Receive and file Minutes for the December 23, 2025 Special Zoning Administrator Meeting.
ZA Atamian received and filed the Zoning Administrator Special Meeting Minutes of December 23, 2025.
3. ORAL AND WRITTEN COMMUNICATION
None.
4. PUBLIC HEARING
A. Public Hearing Project (PHP) 25-503, Santiago Balcony Addition, 103 West Avenida Santiago
A request for the Zoning Administrator to approve a Development Permit 25-537 for a 310 sq. ft. second-floor balcony addition and new exterior spiral staircase at the rear of the residence, and a new glass guardrail on the existing roof deck on a single-family residence located adjacent to a historic property.
The Zoning Administrator will also consider whether the project is Categorically Exempt from the requirements of the CEQA pursuant to CEQA Guidelines Zoning Administrator Regular Meeting January 22, 2026 Page 2 §15301 (Class 1: Existing Facilities) and §15303 (Class 3: New Construction or Conversion of Small Structures).
ZA Atamian opened the public hearing and introduced Assistant Planner Gatny who summarized the staff report in a presentation titled “Santiago Balcony Addition, Development Permit 25-537/PHP25-503 Project (PHP) 25-381, Development Permit (DP) 25-469, Minor Exception Permit (MEP) 25-410,” a copy of which can be requested by contacting the Planning Division. The report highlighted the property location, project description, existing conditions, location of the historical resource, proposed plans, and Project Findings to support approval of the project.
Upon completion, staff introduced the applicant, Sally Barria who added that they are adding the glass railings with white metal posts to complement the character of the home and neighborhood.
ZA Atamian disclosed that he had driven by both the Santiago property seeking a permit, and the historical property on Paseo de Cristobal; reviewed the staff report; and has not received any communications. ZA Atamian clarified that no extension of the existing roof desk exceeds passed the back wall of the house.
ZA Atamian closed the public hearing and stated the project is located in the rear of the property close to the historic resource; however, the found no visual impact from Paseo de Cristobal when facing the historic home. ZA Atamian continued to note that the historic garage and large addition to the historic home, made a few years ago blocks most of the view of the project.
Action: The Zoning Administrator determine the project is Categorically Exempt from the requirements of CEQA pursuant to CEQA Guidelines §15301 (Class 1:
Existing Facilities) and §15303 (Class 3: New Construction or Conversion of Small Structures; and moved to approve Public Hearing Project 25-503 and Development Permit 25-537, Santiago Balcony Addition, 103 W. Avenida Santiago, subject to the Conditions of Approval.
5. NEW BUSINESS
A. Review of Tentative Future Agendas (TFA)
ZA Atamian noted that the February 5, 2026 meeting had been cancelled. No changes the TFA were made.

7. ADJOURNMENT
Zoning Administrator Atamian adjourned the Regular meeting of the Zoning Administrator to be held at 3:00 p.m. on Thursday, February 19, 2026 at the Community Development Department, First Floor Community Room, located at 910 Calle Negocio, San Clemente, California.
