RESOLUTION NO. 26-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING A REVISED SALARY SCHEDULE, APPROVING NEW CLASSIFICATIONS, UPDATING EXISTING CLASSIFICATIONS, AND AMENDING RESOLUTION NO. 25-73 AND ANY OTHER RESOLUTIONS IN CONFLICT THEREWITH WHEREAS, Section 37206 of the Government Code requires that the City Council prescribe the time and method of paying salaries and wages of officers and employees of the City; and WHEREAS, the City Council is authorized and directed under the provisions of its adopted Personnel Rules and Regulations to prepare the compensation schedules covering all classes of positions in the competitive service; and WHEREAS, a review of the operational needs and required staffing for specific programs within the Community Development Department and the Public Works Departments was undertaken and the City Manager recommends staffing changes that have been presented to the City Council in its regular meeting of March 3, 2015; and WHEREAS, various classification changes were identified to address operational needs and efficiencies in the Utilities Waste Water and Community Development departments; and WHEREAS, the City Council desires to implement the recommended reorganization and classification changes, which are in the best interest of the City.
NOW, THEREFORE, The City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. The foregoing recitals are true and correct and incorporated herein.
SECTION 2. Resolution No. 25-73 is hereby amended to make the following classification changes:
Reclassify the Community Development Coordinator (1FTE- currently vacant) to the classification of Community Development Programs Analyst (1FTE) at range 55 and approve the job description as presented to the City Council on March 3, 2026.
Create the classification of SCADA Systems Administrator at range 72 and approve the job description as presented to the City Council on March 3, 2026, and reclassify the SCADA Specialist to SCADA Systems Administrator.
Retitle the Utilities Mechanic I/II classification to Maintenance Mechanic – Trainee, I, II, and approve the job description as presented to the City Council on March 3, 2026.
Retitle the Electrical Instrumentation Technician I/II classification to Electrical Instrumentation Technician – Trainee, I, II and approve the job description as presented to the City Council on March 3, 2026.
Approve the increase in pay range number for Electrical Instrumentation Technician I, II and Maintenance Mechanic I, II and establish the pay range for Electrical Instrumentation Technician Trainee and Maintenance Mechanic Trainee as follows:
Electrical Instrumentation Technician Trainee – Range 50 Electrical Instrumentation Technician I – Increase from Range 50 to 57 Electrical Instrumentation Technician II – Increase from Range 55 to 61 Maintenance Mechanic Trainee – Range 47
Maintenance Mechanic I - Increase from Range 47 to 50
Maintenance Mechanic II – Increase from Range 50 to 53
SECTION 3. The amended and restated Benefitted Employees Salary Schedule attached hereto as Exhibit A and fully incorporated herein by this reference is hereby approved effective March 3, 2026.
SECTION 4. Any resolutions in conflict with the provisions of this resolution are hereby amended to be consistent with the provisions hereof.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
