RESOLUTION NO. 26-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL CONSULTANT SERVICES AGREEMENT TO HOUT CONSTRUCTION SERVICES, INC. FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE CALLE FRONTERA LIFT STATION SOIL STABILIZATION, CIP PROJECT NO. 32201, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT WHEREAS, the Calle Frontera Sewer Lift Station is constructed in the late 1970s and the building has been experiencing some soil settlement; and WHEREAS, a building settlement monitoring and investigation conducted by a geotechnical team (i.e., Ninyo & Moore Geotechnical) revealed that the near-surface soils had high expansion potential and are prone to slope failure; and WHEREAS, the geotechnical team recommended additional foundation support with caissons and grade-beam to control future movements of the existing building and prevent the formation of deterioration cracks in the wet well structure; and WHEREAS, Stantec Consulting Services, Inc. designed and prepared a bid package for the Calle Frontera Lift Station Soil Stabilization. The work to be performed includes excavations and installation of new concrete cast-in-drilled-hole pile foundations; and WHEREAS, on January 20, 2026, City Council awarded the Calle Frontera Lift Station Soil Stabilization, CIP Project No. 32201, construction contract to Alliance Diversified Enterprises, Inc. as the lowest responsible and responsive bidder; and WHEREAS, the Project requires construction management and inspection services; and WHEREAS, staff prepared a Request for Proposal and contacted six firms (i.e., BKF Engineers, Advantec Consulting Engineers, Dudek, Michael Baker International, Inc., CJC Consulting and MSN Engineers, Inc.) and received one proposal from Hout Construction Services, Inc. (HCS) through BKF in the amount not-to-exceed $109,200; and WHEREAS, thereafter, staff contacted three other firms (i.e., Deist-Binsfield, Inc (DBI), Lee & Ro and AKM consulting Engineers) for additional proposals; however, no additional proposals were received; and WHEREAS, HCS provided a comprehensive and detailed proposal, has related geotechnical construction experience and provided a solid team with fair and reasonable hourly rates compared to the industry standard.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated fully herein.
SECTION 2. A Professional Consultant Services Agreement is hereby awarded to Hout Construction Services, Inc. for the construction management and inspection services for the Calle Frontera Lift Station Soil Stabilization, CIP Project No. 32201.
SECTION 3. That the City Manager is authorized and directed to execute a Professional Services Agreement with Hout Construction Services, Inc. in an amount not to exceed $109,200, in a form substantially similar to that presented to the City Council on March 3, 2026 for the Calle Frontera Lift Station Soil Stabilization, CIP Project No. 32201.
SECTION 4. That the City Manager is authorized and directed to execute such additional documents and take such other and further actions as are necessary and proper to complete the Calle Frontera Lift Station Soil Stabilization, CIP Project No. 32201 and accomplish the purposes of this resolution.
SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
