A. Consideration of Operational Options for San Clemente Municipal Golf Course Pro Shop and Associated Services
Samantha Wylie, Beaches, Parks & Recreation Director, presented a brief staff report that summarizes three different operational-options for the San Clemente Municipal Golf Course Pro Shop and associated services:
Commissioners either individually or in agreement provided the following comments:
• Golf Maintenance is being excluded from the RFP process. • All-inclusive/comprehensive RFP is preferred, excluding Golf Maintenance.
The Golf Course Committee should be part of the RFP and selection process.
Golf Course Committee Regular Adjourned Meeting November 20, 2025 Andy Hall, City Manager, clarified that the golf course operates as an enterprise fund; that state law requires the contract to be rebid; that the City's general fund cannot subsidize the course, nor can the course subsidize the general fund; he discussed the anticipated cost increases expected over the next several years.
Mark Olson, San Clemente resident and a member of the San Clemente Men's Club, expressed his support for Dave Cook.
Rebecca Farrow, San Clemente resident and a member of the Nine Tees, expressed her support for Dave Cook.
John Adams expressed his support for Dave Cook
Suzanne Martin, a San Clemente resident, read a letter from Connie Short, President of the Nine Tees, expressing their support for Dave Cook.
Motion by Committee Member Page, seconded by Vice Chair Hamilton, CARRIED 5- 0, to recommend to City Council that Pro Shop Operations be considerations through a RFP, to include all of the service areas (starter operations, driving range, golf lessons, cart operations, retail sales and equipment repairs); and that the Golf Course Committee is included in both RFP development and evaluations.
