WHEREAS, coastal erosion is a very significant problem in the City of San Clemente that threatens the public beaches and coastal public access, key public facilities, existing structures including the rail line and other critical public infrastructure; and WHEREAS, the City has begun actively implementing a comprehensive, citywide coastal resiliency strategy using beach sand replenishment and sand retention as the primary means of restoring the sandy beach shoreline in the City; and WHEREAS, based on conditions on City beaches where there is no dry sand at high tide, and public beaches, existing structures and critical public infrastructure is exposed to direct wave attack, runup, overtopping and undermining; and WHEREAS, in 2022, the City was awarded a grant from the Coastal Commission to conduct three years of shoreline monitoring at 12 locations from San Mateo Point to San Juan Creek effectively restarting a historic program that had been inactive for 15 years; and WHEREAS, the Orange County Transportation Authority (OCTA) added seven new transects to the program in 2025 at their cost making the program even more cost effective for the City and making the program even more robust; and WHEREAS, the City retained a team of coastal experts led by Coastal Frontiers Corporation to conduct the shoreline monitoring program in 2022 through 2025 and the Coastal Commission grant performance for that work period has now ended; and WHEREAS, the shoreline monitoring program provides a valuable source of information for coastal project planning purposes as well as project performance evaluations and supports a greater understanding of sediment transport trends in the Capistrano Bight; and WHEREAS, the City desires to continue the shoreline monitoring program as the data that is generated is useful for coastal planning purposes as well as for monitoring the performance of beach sand replenishment projects and better understanding of shoreline changes; and WHEREAS, City Purchasing Policy 201-2-1, Section XI.A.1.2 permits the City Council to authorize an exemption to the formal solicitation process when the City Council determines that compliance with the formal process would be inefficient, impractical, or not in the best interest of the City; and WHEREAS, Coastal Frontiers Corporation has demonstrated exemplary performance and expertise in similar engagements, with a project team that is well aligned with project goals, and utilizing Coastal Frontiers for ongoing shoreline monitoring will maintain process and data continuity with the previous phase of the project, as well as consistency with the additional seven transects that are being monitored by OCTA.

NOW THEREFORE, the City Council of the City of San Clemente, California, does hereby find, determine, and resolve as follows:

SECTION 1. The above recitations are true and correct and incorporated fully herein.

SECTION 2. Based on a review of the record as a whole, this action is hereby determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306 (Information Collection, 14 CCR 15306) because it consists of gathering information regarding and monitoring the shoreline.

SECTION 3. An exemption to the formal solicitation process under City Policy 201-2-1, Section XI.A.1.2 is hereby authorized and approved because it is in the City’s best interest to award the contract for ongoing shoreline monitoring to Coastal Frontiers Corporation and a formal solicitation process would be inefficient.

SECTION 3. A Professional Consultant Services Agreement is hereby awarded to Coastal Frontiers Corporation for the Shoreline Monitoring Program in an amount not to exceed $190,913 over a three-year term.

SECTION 4. The City Manager is authorized and directed to execute a Professional Services Agreement with Coastal Frontiers Corporation for the Shoreline Monitoring Program in a form substantially similar to that presented to the City Council on March 17, 2026.

SECTION 5. The City Manager is authorized and directed to negotiate and execute an amendment to the Professional Services Agreement with Coastal Frontiers Corporation for the Shoreline Monitoring Program to adjust the pricing for the survey tasks in a cumulative sum not to exceed $8,605 in the event that OCTA does not participate in funding some or all of the six surveys.

SECTION 6. The City Manager or his designee are authorized and directed to take such actions as are necessary and proper to fulfill the purpose and intent of this Resolution and/or proceed with the Program.

SECTION 7. The City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original resolutions.
