CITY COUNCIL OF THE
CITY OF SAN CLEMENTE, CALIFORNIA
RELATIVE TO THE FOLLOWING:
Notice of Public Hearing on Proposed Adjustment to SC Rides Transit Program Fees NOTICE IS HEREBY GIVEN that the City Council of the City of San Clemente will conduct a public hearing on Tuesday, March 17, 2026, at 5:30 p.m. in the Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente, California, to consider adjustments to City/Orange County Transportation Authority (OCTA) subsidy rates related to the SC Rides transit program.
Pursuant to California Government Code Section 66018, a public hearing is required prior to the adoption of new or increased fees. The proposed adjustments pertain solely to the subsidy rate that the City and the OCTA share to help offset rider costs. A reduction in the City/OCTA subsidy may increase the overall fee that SC Rides users are charged per ride. These fees are not mandatory taxes or assessments, but rather per-use fees to cover a portion of the operating and maintenance costs of the City and OCTA.
The proposed fee adjustments are anticipated to increase transit program cost recovery and improve long-term fiscal sustainability; however, the exact revenue impact will vary based on service demand and implementation timing.
Information is available for public inspection and comment at the City of San Clemente Engineering Division located at 910 Calle Negocio, San Clemente, California, 92673, and by contacting the Engineering Division at (949) 361-6119. If you challenge this item in court, you may be limited to raising only those issues you or someone else raised in written correspondence delivered to the City of San Clemente at or before the public hearing.
To allow staff adequate time to confirm software compatibility, individuals wishing to utilize electronic visual aids to supplement their oral presentations at the meeting must submit the electronic files to the City Clerk by no later than 12:00 p.m. on the day of the meeting. Only compatible electronic formats will be permitted to be used on City audio/visual computer equipment. Staff makes no guarantee that such material will be compatible, but will use its best efforts to accommodate the request.
NOTICE IS FURTHER GIVEN that said public hearing will be conducted by the San Clemente City Council on Tuesday, March 17, 2026 at 5:30 p.m. in the City Council Chambers located at 910 Calle Negocio, 2nd floor, San Clemente. All interested persons are invited to attend said hearing or to provide written communication to the City Council to express their opinion on the proposed changes.
