Zoning Administrator Regular Meeting April 9, 2026 Page 2 at Lifetime Fitness, from May 4, 2026 to May 10, 2026, between 8:00 a.m. and 9:00 p.m. daily and hosting up to 1,000 daily guests.

The Zoning Administrator will also consider whether the project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines §15304 (Class 4e: Minor Alterations to Land:

Minor temporary use of land having negligible or no permanent effects on the environment, including carnivals, sales of Christmas trees, etc.).

Lead Project Planner Carrillo summarized the staff report that highlighted the site information, background, proposed event details, existing entitlement, approval authority, required Findings, CEQA exemption, no public comments received and staff’s recommendation. Staff advised that a new Condition of Approval was added requiring the PPA provide active monitoring on Calle Agua to prevent traffic and parking conflicts around the school and park areas that will be actively in use.

Staff introduced the applicant team Haley Brezack and Dana Summer with PPA, and Brianna Stevens with Lifetime Fitness; all of which attended via telephone via a conference bridge.

ZA Atamian opened the public hearing and welcomed the applicants to make a statement. Ms. Brezack stated she didn’t have anything to add to staff’s report and thanked staff and Lifetime for allowing PPA to host another event.

ZA Atamian stated he is familiar with the event and that it appears previous issues have been remedied since no communications have been received to state otherwise. ZA Atamian confirmed weekday and weekend attendance and confirmed with Ms. Brezack that the projections are the same as previous years. ZA Atamian asked if the time of the last event overlapped with school session, and Ms. Brezack stated it was hosted during summer break; however, the previous event was hosted when school was in session and the Traffic Management Plan (TMP) directed guests to park at the Outlets and arrive at Lifetime Fitness via shuttle. This year’s TMP is directing traffic to the Outlets, as well. ZA Atamian asked staff to describe onsite parking monitoring, and Lead Planner Carrillo stated the location for monitoring to be primarily Calle Agua.

ZA Atamian confirmed that TMP will include signage along Vista Montana and Calle Agua for no parking areas, and that notices in front of the venue will be displayed. ZA Atamian confirmed that information being provided to guests will be distributed in advance is still a requirement. ZA Atamian stated for the record that the new condition that addresses active monitoring is

7.39. ZA Atamian pointed out a that there are an additional twelve parking spaces on the property being used for special activities, and asked about the entertainment stage that Ms. Brezack stated was a new small programming stage in an area referred to as a “stand zone” for guests at the main entry.

ZA Atamian cited the conditions remain the same as previous years to remind the applicants that speakers must face westward onto the event and that Code Compliance will be scheduled to test with a noise meter to calibrate the volume.

ZA Atamian asked about communications with the Outlets regarding reserved parking and asked about the projection of cars that will be parking.

Ms. Brezack projected half the ticket sales and added 100 more to account for those that may arrive solo. The projection for this year is 600 spaces, which is 100 more than previous years. ZA Atamian advised that there are other events occurring during the same time as the tournament and went through tournament timing for guest arrival and departure to ensure parking is not problematic.

ZA Atamian confirmed with the applicant that alcohol service is only through the café and not in the parking lot or front entry area.

ZA Atamian confirmed communications with the HOA have been established, and Ms. Brezack stated that they will send out a notice to all homeowners, and that there was only one “during event” communication received last year for a down sign.

ZA Atamian closed the public hearing and stated this is a successful recurring event, and that the additional Condition of Approval should mediate any potential parking conflicts with the school and park uses.

Action: The Zoning Administrator determined the project is Categorically Exempt from the requirements of CEQA pursuant to CEQA Guideline §15304; and approved Public Hearing Project 26-088, Temporary Use Permit 26-087, PPA Pickleball Tournament at Lifetime Fitness, 111 Avenida Vista Montana, subject to the Conditions of Approval with a modification to Condition 7.34 to provide advance notice as specified to the City Planner no later than fifteen (15) days prior to set up, and to the Rancho San Clemente Homeowners Association ten (10) days no later than ten (10) days prior to set up for notice distribution to property owners.
