A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONTRACT TO UNITED BUILDING & DEVELOPMENT SERVICES, LLC FOR THE DEMOLITION, REMOVAL, AND REPLACEMENT OF THE BUILDING K FIRE SUPPRESSION SYSTEM, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER CLASS 1, SECTION 15301 (EXISTING FACILITIES, 14 CCR 15301) OF THE STATE CEQA GUIDELINES WHEREAS, the City of San Clemente operates and maintains facilities that include server and control rooms requiring specialized fire suppression systems to protect critical infrastructure; and WHEREAS, the existing clean agent fire suppression system has reached the end of its useful life and requires replacement to ensure continued safety, compliance, and operational reliability; and WHEREAS, the City solicited proposals from qualified contractors experienced in engineered fire suppression systems; and WHEREAS, the City received two bids and one “no bid” response for the project; and WHEREAS, United Building & Development Services, LLC submitted the lowest responsive and responsible bid in an amount not to exceed $175,025; and WHEREAS, the proposed project, which includes demolition and removal of the existing system and installation of a new engineered clean agent fire suppression system, is needed to protect critical facilities.
