RESOLUTION NO. 26-76
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, SUPPORTING ASSEMBLY BILL 1954 (AB 1954) REGARDING REGULATION OF THIRD-PARTY GOLF RESERVATION SERVICE PLATFORMS WHEREAS, the City of San Clemente owns and operates the San Clemente Municipal Golf Course as an enterprise fund to provide recreational opportunities for residents and visitors while supporting ongoing maintenance, operations, and capital improvements; and WHEREAS, the City is committed to ensuring equitable access to tee times, maintaining fair pricing, and preserving the integrity of its golf reservation system; and WHEREAS, unauthorized third-party golf reservation service platforms have emerged that list, advertise, promote, or sell tee times without the knowledge or consent of golf course operators; and WHEREAS, these unauthorized practices may result in reduced availability of tee times for residents, inflated resale pricing, customer confusion, and disruption to golf course operations; and WHEREAS, Assembly Bill 1954 (AB 1954) has been introduced to prohibit third-party reservation platforms from listing, advertising, promoting, or selling tee times without a written agreement with the golf course operator; and WHEREAS, AB 1954 is intended to protect consumers, support fair access to public golf facilities, and preserve the operational integrity of golf course reservation systems; and WHEREAS, the City Council finds that supporting AB 1954 is consistent with the City’s fiduciary responsibility to protect enterprise fund revenues and ensure fair and equitable access to municipal recreational facilities.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. The above recitals are true and correct and are incorporated herein by this reference.
SECTION 2. The City Council hereby supports Assembly Bill 1954 (AB 1954), which would prohibit third-party golf reservation service platforms from listing, advertising, promoting, or selling tee times without a written agreement with the golf course operator.
SECTION 3. The City Council directs staff to communicate the City’s support for AB 1954 to the appropriate legislative representatives and relevant stakeholders.
SECTION 4. The Mayor is hereby authorized to execute a letter of support on behalf of the City and City Council.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
