RESOLUTION NO. 26-80
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING FACILITY USE AGREEMENT WITH THE SAN CLEMENTE WOMEN’S GOLF CLUB FOR USE OF THE SAN CLEMENTE MUNICIPAL GOLF COURSE, AND AUTHORIZING THE BEACHES, PARKS & RECREATION DIRECTOR TO EXECUTE THE AGREEMENT WHEREAS, the City of San Clemente (“City”) owns and operates the San Clemente Municipal Golf Course (“Golf Course”) for the benefit of the public; and WHEREAS, the City supports partnerships with organized user groups that promote recreational opportunities, community engagement, and consistent utilization of City facilities; and WHEREAS, the San Clemente Women’s Golf Club (“SCWGC”) has maintained a long-standing presence at the Golf Course since 1950, providing organized weekly golf activities and promoting participation in the sport; and WHEREAS, on November 4, 2025, the City Council adopted Resolution No. 25-167 establishing operating standards and regulations for play at the Golf Course, including provisions governing tee time reservations and group use; and WHEREAS, the City and SCWGC desire to formalize the terms and conditions under which SCWGC may reserve tee times and conduct organized play at the Golf Course; and WHEREAS, the proposed Facility Use Agreement establishes clear expectations related to scheduling, fees, participation requirements, and operational compliance, while preserving the City’s ability to manage tee time inventory in the best interest of the public; and WHEREAS, the City Council finds that approval of the Facility Use Agreement is consistent with City policies and supports the continued operation and financial sustainability of the Golf Course.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. The foregoing recitals are true and correct and are incorporated herein by this reference.
SECTION 2. The City Council hereby approves the Facility Use Agreement between the City of San Clemente and the San Clemente Women’s Golf Club, on file with the City Clerk.
SECTION 3. The Beaches, Parks and Recreation Director is hereby authorized to execute the Agreement on behalf of the City, in a form approved by the City Attorney.
SECTION 4. The City Council finds that this action is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378, as it involves administrative activities that will not result in a direct or indirect physical change in the environment.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
