RESOLUTION NO. 26-81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AND ADOPTING THE FISCAL YEAR 2026-2027 ANNUAL ACTION PLAN, AUTHORIZING SUBMISSION OF THE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND AUTHORING THE EXECUTION OF THE CONTRACT AND RELATED AGREEMENTS, FORMS, AND CERTIFICATIONS WHEREAS, the City of San Clemente is eligible to participate in the Community Development Block Grant (“CDBG”) Program; and WHEREAS, to receive CDBG funds, and maintain eligibility, the City is required to prepare an Annual Action Plan for Fiscal Year (FY) 2026-2027; and WHEREAS, on April 3, 2026, the U.S. Department of Housing and Urban Development (HUD) released the FY 2026–2027 CDBG allocation amounts, and the City’s formula allocation was determined to be $294,485; and WHEREAS, the Annual Action Plan, a component of the Consolidated Plan, is updated each fiscal year and includes the application to the U.S. Department of Housing and Urban Development ("HUD") for CDBG funds and required certifications related to the receipt and use of CDBG funds; and WHEREAS, the actual use of CDBG funds for specific projects and programs may require the execution of additional forms and certifications by a duly authorized representative of the City.
NOW THEREFORE, the City Council of the City of San Clemente, California, does hereby find, determine, and resolve as follows:
SECTION 1. The City Council hereby approves the FY 2026-2027 Annual Action Plan, which is attached as Attachment 2 to the agenda report dated May 5, 2026, entitled “Public Hearing to Consider the Adoption of the 2026-2027 Annual Action Plan for Expenditures of Community Development Block Grant Funds and Related Actions,” and is incorporated herein fully by this reference.
SECTION 2. The City Manager, or the City Manager’s designee, is authorized to submit the FY 2026-2027 Annual Action Plan to HUD on behalf of the City.
SECTION 3. The City Manager, or the City Manager’s designee, is hereby authorized and directed to approve and execute any and all HUD-and/or CDBG-related applications, certifications, agreements, and/or other documents or instruments and take such actions as are necessary and proper to implement the approvals and authorizations as set forth herein.
SECTION 4. The City Manager, or the City Manager’s designee, is hereby authorized to accept the final HUD-allocated grant revenues of $294,485 to Fund 017 - CDBG Grants Fund.
SECTION 5. The City Manager, or the City Manager’s designee, is hereby authorized and directed to allot a related budget appropriation of the final HUD-allocated grant revenues, of $294,485, to the CDBG fund for the amounts in the FY 2026-2027 Annual Action Plan.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
