RESOLUTION NO. 26-84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING A SUPPLEMENTAL APPROPRIATION AND ACCEPTANCE OF FUNDS FROM THE COUNTY OF ORANGE FOR THE LIBRARY EXTERIOR REPAINTING PROJECT WHEREAS, the City of San Clemente (“City”) owns the San Clemente Library facility, which is operated by the County of Orange (“County”) pursuant to a Lease Agreement; and WHEREAS, the Lease Agreement provides that the City shall obtain a minimum of three bids for capital improvement projects, and upon mutual agreement between the City and County, the County shall fund such improvements and the City shall schedule and execute the work; and WHEREAS, the exterior of the library facility requires repainting in order to preserve the building, maintain its appearance, and protect the City’s asset; and WHEREAS, the County of Orange Community Resources Department has agreed to fund the repainting project, subject to the City completing the required bid process and mutual agreement on the scope and cost of the work; and WHEREAS, a supplemental appropriation is required to establish the necessary expenditure authority and to recognize the corresponding revenue associated with the project.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. Based on a review of the record as a whole, the City Council finds that the repainting of the existing facility is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1 – Existing Facilities), as it involves maintenance of an existing public facility with no expansion of use.
SECTION 2. The City Council hereby approves a supplemental appropriation in the amount not to exceed $56,865 to Account No. 001-622-43410-000-00000 (Maintenance of Buildings) and accepts revenue in the same amount from the County of Orange to Account No. 001-000-36855.
SECTION 3. The City Council hereby authorizes staff to solicit bids in accordance with the Lease Agreement and, upon concurrence with the County, to schedule and execute the library exterior repainting project.
SECTION 4. The City Council hereby authorizes the City Manager, or designee, to take any and all other actions necessary and proper to implement this resolution and complete the project.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
