RESOLUTION NO. 26-92
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE OCTA AMENDMENT NO. 1 TO COOPERATIVE AGREEMENT NO. C-9-1723 AND AMENDMENT NO. 4 TO COOPERATIVE AGREEMENT NO. C-6-1301 FOR THE SC RIDES PROGRAM UNDER THE 2016 PROJECT V GRANT WHEREAS, the Community-Based Transit/Circulators program (Project V) establishes a competitive process to enable local jurisdictions to develop community-based local transit services that complement regional transit services and meet needs in areas not adequately serviced by regional transit; and WHEREAS, the Orange County Transportation Authority (OCTA) intends to allocate Project V funds within the incorporated cities and the County; and WHEREAS, OCTA has established the procedures and criteria for reviewing applications as identified in the Project V Guidelines; and WHEREAS, the original Project V Grant resulted in a two-year gap of funding during Fiscal Year 23/24 and Fiscal Year 24/25; and WHEREAS, OCTA has prepared and indicated that it will seek approval of Amendment No. 1 to Cooperative Agreement No. C-9-1723 and Amendment No. 4 to Cooperative Agreement No. C-6-1301 between OCTA and the City of San Clemente for reimbursement of Program costs during Fiscal Year 23/24 and Fiscal Year 24/25 of the SC Rides Program under the 2016 Project V Grant; and WHEREAS, the City of San Clemente will provide matching funds for the project as required by the Project V Guidelines and shall fund its share of the project costs and any additional costs over the identified programmed amount.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine, and resolve as follows:
SECTION 1. That the above recitations are true and correct and fully incorporated herein.
SECTION 2. That OCTA’s Amendment No. 4 to Cooperative Agreement No. C-6-1301 between OCTA and the City of San Clemente for the SC Rides Program under the 2016 Project V Grant is hereby approved. The City Manager is authorized and directed to execute such amendment in a form substantially similar to that presented to the City Council on May 19, 2026. The City Manager is further authorized and directed to negotiate, finalize and execute any revisions to such amendment required by OCTA that are advisable after consultation with the City Attorney.
SECTION 3. That OCTA’s Amendment No. 1 to Cooperative Agreement No. C-9-1723 between OCTA and the City of San Clemente for the SC Rides Program under the 2016 Project V Grant is hereby approved. The City Manager is authorized and directed to execute such amendment in a form substantially similar to that presented to the City Council on May 19, 2026. The City Manager is further authorized and directed to negotiate, finalize and execute any revisions to such amendment required by OCTA that are advisable after consultation with the City Attorney.
SECTION 4. The City hereby accepts two years of grant revenue funding from OCTA for the SC Rides Program and SC Rides ADA Program for FY 23/24 through 24/25.
SECTION 5. That the City Manager is hereby authorized and directed to take such additional actions and execute such other documents as are necessary and proper to accomplish the purposes of this resolution.
SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
