Assembly Bill 2561 (AB 2561) is a law that mandates public agencies conduct a public hearing each fiscal year to present information on the status of their job vacancies, recruitment, and retention efforts. Consistent with the law and requirements of Government Code Section 3502.3, the City of San Clemente will be conducting a public hearing at the May 19, 2026 City Council meeting to receive comments on the status report regarding vacancies and recruitment and retention efforts.
As a recognized employee organization representing a bargaining unity, the San Clemente City Employees Association (SCCEA) may make a presentation at the public hearing.
Per Government Code Section 3502.3, if the number of vacancies with the SCCEA bargaining unit meets or exceeds 20% of the total number of authorized fulltime positions, SCCEA has the right to request in writing that the City present any or all of the following information:
1. The total number of job vacancies within the bargaining unit;
2. The total number of applicants for vacant positions within the bargaining unit;
3. The average number of days to complete the hiring process from when a position is posted; And
4. Opportunities to improve compensation and other working conditions.
According to the table below (and attached), as of April 21, 2026, the vacancy rate does not exceed or meet the 20% threshold described above.
