RESOLUTION NO. 26-101
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING A SUPPLEMENTAL APPROPRIATION FOR AQUATIC CHEMICAL EXPENDITURES WITHIN THE RECREATION DIVISION FISCAL YEAR 2025-26 OPERATING BUDGET IN THE AMOUNT OF $80,000 WHEREAS, the City of San Clemente operates year-round aquatic facilities at the Aquatic Center and Ole Hanson Beach Club; and WHEREAS, the operation of public aquatic facilities requires continuous chemical treatment and water balancing to maintain safe and compliant water quality standards in accordance with Orange County Health Care Agency requirements and California Title 22 regulations; and WHEREAS, aquatic chemical expenditures include chlorine, carbon dioxide, muriatic acid, and other treatment products necessary to support daily aquatic operations and maintain regulatory compliance; and WHEREAS, aquatic chemical pricing is subject to volatile and unpredictable commodity market conditions, including supply chain fluctuations, vendor pricing adjustments, and seasonal demand; and WHEREAS, increased facility usage, expanded operational hours, seasonal programming demand, and elevated chemical costs have resulted in projected Fiscal Year 2025-26 expenditures exceeding currently adopted appropriations; and WHEREAS, staff has reviewed available operating accounts for potential budget transfer opportunities; however, available balances are insufficient to offset the projected year-end deficit fully; and WHEREAS, the City Council finds that approval of a supplemental appropriation is necessary to support continued aquatic operations, maintain regulatory compliance, protect public health and safety, and is in the best interests of the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitals are true and correct and incorporated herein fully by reference.
