RESOLUTION NO. 26-98
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ACCEPTING THE COMPLETION OF THE VISTA HERMOSA SPORTS PARK TURF REPLACEMENT PROJECT (FIELDS 5 AND 6), CIP PROJECT NO. 14810, AND AUTHORIZING THE FILING OF A NOTICE OF COMPLETION WHEREAS, the City of San Clemente approved the Vista Hermosa Sports Park Turf Replacement Project (Fields 5 & 6), CIP Project No. 14810 (the “Project”), as part of its adopted Capital Improvement Program; and WHEREAS, the Project included the removal and replacement of existing turf materials, subgrade preparation, installation of a new turf system, striping, and associated improvements necessary to restore the fields to safe and playable conditions; and WHEREAS, Asphalt, Fabric and Engineering, Inc. completed the construction of the Project in accordance with the approved plans and specifications; and WHEREAS, the work was completed on March 27, 2026, and the Project has been inspected and determined by City staff to be constructed in accordance with City standards; and WHEREAS, the Project was previously determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302 (Class 2 – Replacement or Reconstruction), as it involved the replacement of existing facilities with no expansion of use.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. The City Council hereby finds that the foregoing recitals are true and correct and are incorporated fully herein by this reference.
SECTION 2. The City Council hereby accepts the completion of the Vista Hermosa Sports Park Turf Replacement Project (Fields 5 & 6), CIP Project No. 14810 from Asphalt, Fabric and Engineering, Inc.
SECTION 3. The City Clerk is hereby authorized and directed to execute and record a Notice of Completion for the Project with the Orange County Clerk-Recorder.
SECTION 4. The City Clerk is hereby authorized to release the Payment Bond thirty-five (35) days following the recordation of the Notice of Completion, in accordance with applicable law.
SECTION 5. The City Clerk is hereby authorized to release the Performance Bond upon receipt of a Warranty Bond, in a form acceptable to the Public Works Director, in the amount of twenty-five percent (25%) of the total construction cost.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
