Hi Doug,
Thank you for providing this additional information. I appreciate the time you and your team have put into this effort. However, after reviewing the information provided with City staff, I am more than a bit concerned about its accuracy. The Sunday follow-up count by City-Net was not previously discussed, and I find it hard to justify that such an after-the-fact additional count can be included in anything that purports itself to be a “point-in-time” count. Furthermore, the fact that there were 25 people counted in the morning and 28 counted in the evening, leaves many questions unanswered.
For example, were there actually 53 people counted in the evening, and the morning count was duplicative? If so, where were the 28 individuals in the morning? If that wasn’t the case, where were the 25 from the morning count during the night count?
Furthermore, the high proportion of the count that relied on observations is concerning given that there were a number of individuals counted in commercial areas where we don’t have many records of people sleeping overnight. It seems that the observations included many counts of patrons to these commercial areas combined with an unsubstantiated identification of them as looking homeless.
I am not looking for additional information about this count, as I would anticipate that to only create more questions. Given the City’s Community Outreach Team’s monthly statistical reports which, during this time period consistently found much fewer individuals encountered over an entire month in the City, I think the methodology of the survey leaves much to be desired. Based on the information provided by the County for the 2024 Point-in-Time count, in conjunction with the experiences of the Community Outreach Team, City staff sees our count of the City’s unsheltered homeless population in January, 2024, as 28 individuals.

Good morning Adam,
Our data reflects that 31 people were counted through surveys and 34 through observations. 25 people were counted on Thursday morning, 28 during Thursday’s evening shift and 12 during City Net’s additional canvas on the Sunday. I hope this is helpful.
Doug

Hi Doug,
Can we get more information than just the map, such as which points were observations vs. interviewed contacts, and when these identifications were made? Sincerely,
