CONSIDERATION OF A RESOLUTION APPROVING THE MODIFIED PEDESTRIAN REFUGE

ISLAND DESIGN IMPROVEMENTS, AWARDING A CONSTRUCTION CONTRACT TO GENTRY GENERAL ENGINEERING, INC. FOR CAMINO MIRA COSTA MEDIAN ISLAND, CIP PROJECT NO. 15323, IN AN AMOUNT NOT TO EXCEED $74,846.00, AUTHORIZING THE CITY

MANAGER TO EXECUTE THE CONSTRUCTION CONTRACT, AND FINDING THE PROJECT CATEGORICALLY ..body EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Fiscal Impact:

The estimated total construction cost of $82,330 is within the approved budget of $150,000 adopted in FY 2024/2025 from the Gas Tax RMRA Fund, Account Number 011-864-45300-000- 15323. The total construction cost includes staff time for project management and inspection.

Summary:

Before the City Council is the award of a construction contract to Gentry General Engineering, Inc., in an amount not to exceed $74,846, for the Camino Mira Costa Median Island project and approval of a modified design.

Background:

The Camino Mira Costa Island project aims to create more opportunities for pedestrians to cross Camino Mira Costa to and from Mira Costa Park. The raised median islands are not considered a formal crosswalk, but create a safer refuge spot when pedestrians are crossing wide streets. The medians are also considered a form of traffic calming, and should result in a decreased speed for vehicles travelling on Camino Mira Costa.

On March 4, 2025, City Council approved Resolution 25-24 which approved the pedestrian refuge island design. That design included advanced warning striping in the bike lanes for ‘pedestrian crossing ahead’. Staff is requesting to modify the design by not including these markings since such markings are not typical in bike lanes and may lead to confusion for drivers of vehicles that may think the bike lanes may appear to be vehicle travel lanes. Staff is also proposing to modify the project design by adding an advanced warning flashing beacon to the utility pole in each direction to notify drivers and bicyclist prior to entering the median area. See Attachment 4 for modified project design.
