An Adjourned Regular Meeting of the San Clemente City Council was called to order by Mayor Loeffler on May 26, 2026 at 4:00 p.m. in the San Clemente City Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente.
PRESENT: Cabral, Enmeier, Knoblock, Wu and Mayor Loeffler STAFF PRESENT: Andy Hall, City Manager; Elizabeth Mitchell, City Attorney; Laura Campagnolo, City Clerk; Megan Jimenez, Deputy City Clerk
BUDGET WORKSHOP
The Budget Workshop began at 4:00 p.m. with all City Councilmembers present except Councilmember Enmeier who arrived at 4:01 p.m.

2. FISCAL YEARS 2026-2027 AND 2027-2028 CITY BUDGET WORKSHOP City Manager Hall, Assistant City Manager Brower and Finance Manager Mariano narrated a PowerPoint presentation entitled "City of San Clemente Budget Workshop Fiscal Year 2026-27 and Fiscal Year 2027-28" and responded to City Council inquiries. A hard copy of the presentation is on file with the City Clerk.
Deputy Public Works Director Ryan narrated a PowerPoint presentation entitled "Capital Improvement Program Overview Fiscal Years 2027 & 2028" and responded to City Council inquiries. A hard copy of the presentation is on file with the City Clerk.
Amanda Quintanilla narrated a PowerPoint entitled "Measure M2 Funds". A

Beaches, Parks and Recreation Director Wylie responded to City Council inquiries.
Community Development Director Atamian responded to City Council inquiries.
Public Works Director/City Engineer Rebensdorf responded to City Council inquiries.
Following discussion, the City Council directed the following:
City Manager Hall to communicate with the County of San Diego concerning parking at Trestles for the LA28 Olympics.
City Manager Hall to provide a memo to the City Council concerning the lots at the end of Avenida Pico/La Pata.
Mayor Pro Tem Knoblock requested a briefing concerning Code Compliance staffing levels.
Budget for additional fuel for the City Hall back-up generator.
Requested a cost estimate for building a parking structure in the Community Center parking lot.
Evaluate a percentage of the unassigned fund balance to the 115 trust.
Evaluate a percentage of the unassigned fund balance to sand replenishment.
3. Adjournment
Motion by Mayor Pro Tem Knoblock, second by Councilmember Cabral, CARRIED 5-0, to adjourn at 5:42 P.M. to an Adjourned Regular City Council meeting to be held on June 2, 2026 at 2:00 p.m. for the purpose of conducting Commission and Committee Interviews and Appointments. The meeting will take place at City Hall Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente.
