RESOLUTION NO. 26-122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AMENDMENTS TO MAINTENANCE SERVICES AGREEMENTS FOR LANDSCAPE MAINTENANCE OF CITY PROPERTIES WEST OF INTERSTATE 5, JANITORIAL SERVICES, DOWNTOWN PRESSURE WASHING, AND ATHLETIC FIELD INFIELD AND TRACK MAINTENANCE; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENTS WHEREAS, the City of San Clemente has entered into maintenance services agreements for landscape maintenance of City properties west of Interstate 5, janitorial services, downtown pressure washing, and athletic field infield and track maintenance; and WHEREAS, each agreement includes provisions allowing for one-year contract extensions and compensation adjustments at the time of renewal; and WHEREAS, the current contract terms expire on June 30, 2026; and WHEREAS, staff has evaluated the performance of the contractors and determined that each contractor continues to provide satisfactory services and remains responsive to the City's operational needs; and WHEREAS, the proposed amendments exercise available contract extensions and provide compensation adjustments to account for increases in labor, fuel, insurance, equipment, materials, and other operating costs; and WHEREAS, approval of the amendments will ensure continuity of maintenance services at City facilities, parks, athletic fields, landscaped public areas, and the downtown area and are in the best interests of the City and the public; and WHEREAS, the projects have previously been determined to be exempt from the California Environmental Quality Act ("CEQA").
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The foregoing recitals are true and correct and are incorporated fully herein by this reference.
SECTION 2. The City Council hereby approves the First Amendment to the Agreement for Maintenance Services for Landscape Maintenance of City Properties West of Interstate 5 with Priority Landscape Services, LLC, extending the agreement through June 30, 2027, and increasing the annual compensation to an amount not to exceed Six Hundred Eighteen Thousand Two Hundred Eighteen Dollars ($618,218.00).
SECTION 3. The City Council hereby approves the Second Amendment to the Agreement for Maintenance Services for Janitorial Services with Omni Enterprise, Inc. dba Omniclean, extending the agreement through June 30, 2027, and increasing the annual compensation to an amount not to exceed Five Hundred Two Thousand Seven Hundred Seventy-One Dollars ($502,771.00).
SECTION 4. The City Council hereby approves the First Amendment to the Agreement for Maintenance Services for Downtown Pressure Washing with Powerclean PC Pressure Washing, Inc., extending the agreement through June 30, 2027, and increasing the annual compensation to an amount not to exceed Sixty-Nine Thousand Four Hundred Twenty-Six Dollars and Ninety-Six Cents ($69,426.96).
SECTION 5. The City Council hereby approves the First Amendment to the Agreement for Maintenance Services for Infields and Track Maintenance with Professional Sports Field Maintenance, Inc., extending the agreement through June 30, 2027, and increasing the annual compensation to an amount not to exceed Five Hundred Fifty-Five Thousand Four Hundred Dollars ($555,400.00).
SECTION 6. The City Manager is hereby authorized and directed to execute the contract amendments approved in Sections 2 through 5 above in forms substantially similar to those presented to the City Council on June 16, 2024.
SECTION 7. The City Manager or his designee is hereby authorized and directed to take such other and further actions as are necessary and proper to implement the projects and accomplish the purposes of this resolution.
SECTION 8. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
