CONSIDERATION OF A RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO BIG BEN, INC. FOR THE PICO / PRESIDIO DIP REPLACEMENT PHASE II, CIP PROJECT NO. 13411, AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONSTRUCTION CONTRACT IN AN AMOUNT NOT TO EXCEED $1,297,284, AND APPROVING A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF $872,000 FROM THE WATER FUND DEPRECIATION ..body RESERVE
Fiscal Impact:
The total estimated construction cost is $1,382,284. The current available project funding is $640,560; therefore, a supplemental appropriation in the amount of $872,000 is recommended from the Water Fund Depreciation Reserve into project Account Number 052-466-45300-000- 13411.
Summary:
The City Council is being asked to consider adoption of a resolution (Attachment 1) to authorize the award and execution of a construction contract with Big Ben, Inc. for completion of the Pico / Presidio DIP Replacement.
The City’s original contractor Diamond
Construction and Design initiated the project to
install and replace an eight-inch water main,
together with additional ancillary improvements,
located in the Gateway Village Plaza near the
intersection of Avenida Pico and Avenida
Presidio. The original contract is no longer in
place and a new contractor, Big Ben, Inc., is
being recommended to complete the project,
which includes connection of commercial
services to the new eight-inch water main,
installation of new fire hydrants and other
appurtenances, commissioning of the new
water system, abandonment of the original pipeline, trench restoration and the re-construction of concrete pathways for both pedestrian and vehicular travel.
Background:
The waterline and appurtenances in the Gateway Village Plaza parking lot have met the end of their useful life, have experienced numerous failures over the past several decades and are in 1 Attachment 3
Meeting Date: December 9, 2025 Agenda Item: 11K.
CITY OF SAN CLEMENTE
need of replacement. The waterline was constructed in the early 1990’s with ductile iron pipe in highly corrosive soils. The pipeline was not encased in polyethylene to protect the system from corrosion, nor were any other cathodic protection measures put in place. Numerous failures have occurred in recent years and the pipeline required replacement with a non-corrosive polyvinyl chloride (PVC) pipe.
On October 15, 2024, the City Council awarded an initial contract to Diamond Construction and Design. A portion of the project was completed prior to the need for the City to terminate the contract and rebid the remainder of the work. The contractor installed approximately 2,000 linear feet of new polyvinyl chloride (PVC) pipeline and some appurtenances, but a significant portion of the project remains unfinished.
The work remaining to complete the project includes: the installation of new fire hydrants, fire service lines, air valves, commissioning of the new water system, trench restoration, reconstruction of concrete pathways for both pedestrian and vehicular travel and the optional sliplining of existing pipelines in difficult locations to excavate. Upon the completion of these items, the old waterline will be abandoned, filled with slurry and all services located at the property will be serviced via the new PVC pipeline. Construction is scheduled to occur during nighttime hours to minimize disruption to the businesses within the commercial center.
Staff prepared a bid package, notified local contractors and advertised the remaining work for competitive bidding on the PlanetBids website and in the SC Times. Bids were opened on November 12, 2025. The bids ranged from $1,297,284 to $2,098,160 (see Table 1. Bid Summary below.) According to the San Clemente Municipal Code section 3.40.030 (E) regarding the Local Vendor Preference for a sealed bid, the seven percent preference amount cannot exceed $150,000. After applying the $150,000 local preference, the GCI Construction, Inc. bid, as a local contractor, is reduced to a base bid $1,224,542 and a base and alternate bid of $1,412,342, which is higher than the $1,097,125 base and $1,297, 284 base and alternate bid submitted by the lowest responsive bidder, Big Ben, Inc.
