RESOLUTION NO. 26-124
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, REJECTING ALL BIDS RECEIVED FOR THE COMMUNITY CENTER RESTROOM REMODEL PROJECT AND AUTHORIZING STAFF TO REVISE THE PROJECT SCOPE AND RE-ADVERTISE THE PROJECT WHEREAS, the City of San Clemente identified the need to renovate the existing restroom facilities at the San Clemente Community Center to improve functionality, accessibility, and overall user experience; and WHEREAS, the City prepared plans and specifications and solicited competitive bids for the Community Center Restroom Remodel Project in accordance with applicable law and purchasing requirements; and WHEREAS, bids were received and reviewed by City staff; and WHEREAS, following review of the bids, staff determined that additional value engineering opportunities exist that may improve constructability while maintaining the intended project objectives; and WHEREAS, California law authorizes a public agency to reject any and all bids when it is determined to be in the best interests of the public agency; and WHEREAS, rejecting all bids and revising the project scope prior to re-advertisement is in the best interests of the City and its residents.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The foregoing recitals are true and correct and incorporated fully herein as findings.
SECTION 2. The City Council hereby rejects all bids received for the Community Center Restroom Remodel Project.
SECTION 3. The City Council authorizes and directs staff to revise the project scope, perform additional value engineering as appropriate, and re-advertise the project for competitive bids based on the updated project scope.
SECTION 4. The City Manager, or designee, is authorized to take all actions necessary and proper to implement the purpose of this resolution.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
