A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING A REVISED COMPETITIVE YOUTH AQUATIC SPORTS PARTNERSHIP POLICY NO. 702-9 WHEREAS, the City of San Clemente maintains a Youth Aquatic Partnership Policy to establish eligibility requirements, facility allocation priorities, and partnership benefits for qualified nonprofit aquatic organizations serving San Clemente youth; and WHEREAS, during the 2025 partnership allocation process, the Beaches, Parks and Recreation Commission determined that the existing policy no longer adequately reflected the operational realities of the City's aquatic partnership program and directed that the policy be comprehensively reviewed; and WHEREAS, the Beaches, Parks and Recreation Commission established a Youth Aquatic Partnership Policy Subcommittee to evaluate the existing policy and identify opportunities to improve partnership administration, facility allocation, participation tracking, and long-term program sustainability; and WHEREAS, City staff conducted a comprehensive review of the existing policy and engaged the City's aquatic partner organizations through a collaborative stakeholder outreach process to solicit input on the proposed revisions; and WHEREAS, the proposed revisions modernize the administration of the City's aquatic partnership program by improving accountability, enhancing facility utilization tracking, simplifying billing procedures, and clarifying partnership eligibility while continuing to support organizations that provide recreational and competitive aquatic opportunities for San Clemente youth; and WHEREAS, on June 23, 2026, the Beaches, Parks and Recreation Commission conducted a public review of the proposed Youth Aquatic Partnership Policy and unanimously recommended approval to the City Council with modifications, all of which have been incorporated into the policy presented for City Council consideration; and WHEREAS, the City Council has reviewed the proposed Youth Aquatic Partnership Policy and finds that adoption of the revised policy is in the best interest of the City and will provide a modern, transparent, and equitable framework for administering aquatic partnerships.
