RESOLUTION NO. 26-128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONSTRUCTION CONTRACT TO ASAD HOLDINGS, LLC DBA ORANGEBLUE GENERAL CONTRACTORS FOR THE VICTORIA SIDEWALK STABILIZATION AND SAFETY MAINTENANCE PROJECT NO. 17355, AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT IN THE AMOUNT OF NOT TO EXCEED $169,644, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER SECTIONS 15301 AND 15303 OF THE STATE CEQA GUIDELINES, CLASS 1 AND CLASS 3, RESPECTIVELY (EXISTING FACILITIES AND NEW CONSTRUCTION OR CONVERSION) WHEREAS, the City of San Clemente seeks to address circulation issues at the heavily visited San Clemente Pier Trolley Stop along Avenida Victoria; and WHEREAS, the existing sidewalk is unstable in some areas and becomes congested during peak visitor periods forcing pedestrians into the adjacent traffic lane or to negotiate through the crowded sidewalk; and WHEREAS, the City has identified the need to widen the sidewalk between six and eight feet over an approximate 50-foot-long sloped planter area located immediately west of the trolley stop to improve accessibility; and WHEREAS, the project consists of widening the sidewalk with tiles (matching the existing), grading, installation of new railings, a stabilizing wall, construction of a new tile mural, and irrigation, landscape improvements, and improvements to the tunnel; and WHEREAS, City staff presented the Victoria Sidewalk Stabilization and Safety Maintenance Project to the Beaches, Parks and Recreation Commission (Commission) on June 23rd, seeking approval to move forward with construction; and WHEREAS, staff prepared a bid package for the Victoria Sidewalk Stabilization and Safety Maintenance Project, notified local contractors, and advertised the project for competitive bidding on the PlanetBids website and in the SC Times. Eight bids were received on April 9, 2026, ranging from $169,644 to $617,000; and WHEREAS, the lowest responsive and responsible bidder was ASAD Holdings, LLC dba OrangeBlue General Contractors of Laguna Hills, California, with a total bid amount of $169,644.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitals are considered findings by the City Council and fully incorporated into the body of this resolution.
SECTION 2. Based on a review of the record as a whole, the Victoria Sidewalk Stabilization and Safety Maintenance Project No. 17355, is hereby determined to be categorically exempt from the California Environmental Quality Act (CEQA) under Sections 15301 and 15303 of the state CEQA Guidelines, Class 1 and Class 3, respectively (existing facilities and new construction or conversion).
SECTION 3. The Victoria Sidewalk Stabilization and Safety Maintenance Project No. 17355 construction contract is hereby awarded to ASAD Holdings, LLC dba OrangeBlue General Contractors, as the lowest responsible and responsive bidder.
SECTION 4. The City Manager is hereby authorized and directed to execute a construction contract with ASAD Holdings, LLC, dba OrangeBlue General Contractors in an amount not to exceed $169,644 in a form substantially similar to the contract presented to the City Council on August 4, 2026.
SECTION 5. The City Manager or his designee is hereby authorized and directed to take such additional and further actions as are necessary and proper to accomplish the purposes of this resolution and implement the project.
SECTION 6. That the City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
