Regular Meeting – April 27, 2026
A Regular Meeting of the City of San Clemente Investment Advisory Committee was called to order by City Treasurer Charlie Smith, on April 27, 2026, at 5:47 p.m. in the Community Conference Room at City Hall, 910 Calle Negocio, San Clemente, California.

BUSINESS ITEMS:
(1) APPROVAL OF MINUTES
Minutes from the January 26, 2026, March 9, 2026, and March 30, 2026 meetings were approved. Motion to approve was made by Matthew Koelliker seconded by Chad Ahearn. Approved 3-0.
(2) QUARTERLY INVESTMENT REPORT – 3
rd QUARTER FY 2025-26
The third quarter Investment Report was introduced by City Treasurer, Charlie Smith.
Jayson Schmitt, Chandler Asset Management representative reviewed the report with the committee and answered questions. Chad Ahearn moved to approve the 3rd Quarter Investment Report, seconded by Matthew Koelliker. Approved 3-0. (3) CITY TREASURER DISCUSSION
The City Treasurer led a discussion regarding the selection of an Investment Management and Advisory Services firm for the City’s investment portfolio. The Committee reviewed finalist presentations from Meeder Public Funds and Chandler Investment Advisory Committee Regular Meeting Minutes April 27, 2026, 5:30 PM Page 2 Asset Management. Committee members shared observations and scoring results.
Following discussion, a motion was made by Matthew Koelliker and seconded by Chad Ahearn to recommend Chandler Asset Management to the City Council for approval as the City’s external asset manager. The motion passed unanimously. (4) PUBLIC INPUT
None.
ADJOURNMENT
A motion was made by Chad Ahearn and seconded by Matthew Koelliker to adjourn to a Regular Meeting to be held on July 27, 2026 at 5:30 p.m. in the Community Conference Room. The motion passed unanimously, and the Committee adjourned at 7:10 p.m.
