RESOLUTION NO. 26-144
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE PREPARATION AND SUBMITTAL OF AN APPLICATION FOR UP TO $500,000 IN COMMUNITY RESILIENCE CENTERS PROGRAM ROUND 2 PLANNING GRANT FUNDS WHEREAS, the California Strategic Growth Council administers the Community Resilience Centers Program to support the planning, construction, and improvement of neighborhood-scale facilities that provide resources during climate-related emergencies and offer year-round programs that strengthen community resilience; and WHEREAS, Round 2 of the Community Resilience Centers Program includes Planning Grants ranging from $100,000 to $500,000 to support community engagement, partnership development, needs assessments, feasibility and site studies, planning, design, and other eligible project-development activities; and WHEREAS, the City of San Clemente desires to prepare and submit an application for up to $500,000 in Planning Grant funds to evaluate and plan for a potential Community Resilience Center within the City; and WHEREAS, the Community Resilience Centers Program requires a public-agency applicant to provide evidence of an adopted resolution or delegated authority authorizing the agency to apply for and accept grant funds if awarded; and WHEREAS, the Community Resilience Centers Program does not require a local matching contribution; and WHEREAS, the City Council finds that pursuing Planning Grant funds is consistent with the City’s efforts to strengthen emergency preparedness, wildfire prevention, public education, community engagement, and long-term community resilience.
NOW, THEREFORE, BE IT FOUND, DETERMINED AND RESOLVED by the City Council of the City of San Clemente as follows:
SECTION 1. The foregoing recitals are true and correct and are fully incorporated into this Resolution by this reference.
SECTION 2. The City Council hereby authorizes and directs City staff to prepare and submit an application to the California Strategic Growth Council for an amount not to exceed $500,000 through the Community Resilience Centers Program Round 2 Planning Grant.
SECTION 3. The City Council hereby affirms the City’s commitment to accept the grant funding and comply with grant requirements if the grant is awarded.
SECTION 4. The City Manager, or designee, is authorized to make non-substantive revisions to the application, grant scope, budget, schedule, and related documents when necessary to comply with grant requirements, provided that such revisions do not require a City matching contribution or materially increase the City’s financial obligations without further City Council approval.
SECTION 5. This Resolution does not approve or commit the City to a particular site, facility design, construction project, or physical improvement. Any future project resulting from the grant-funded planning process shall be subject to all applicable City approvals and environmental review requirements.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
