RESOLUTION NO. 26-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING A SUPPLEMENTAL APPROPRIATION TO SUPPORT TEMPORARY STAFFING RESOURCES IN THE UTILITIES WASTEWATER COLLECTIONS DIVISION IN THE AMOUNT OF $100,000 TO ADDRESS TEMPORARY OPERATIONAL NEEDS WHEREAS, the City of San Clemente operates a sanitary sewer system consisting of nearly 180 miles of sewer and 77 miles of storm drain lines; and WHEREAS, the operation requires certified staff trained in sanitary sewer systems maintenance and emergency response procedures; and WHEREAS, the Collections workgroup within the Utilities Division is currently experiencing a staffing shortfall resulting in coverage challenges that are impacting daily operations, on-call response, and the Division’s ability to maintain proactive maintenance activities while responding to urgent service needs; and WHEREAS, a supplemental appropriation is necessary to support temporary staffing resources needed to maintain operational service levels and is in the best interests of the City and the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitals are true and correct, and incorporated fully herein by reference and each is relied upon independently by the City Council for its adoption of this resolution.
SECTION 2. The City Council hereby approves a supplemental appropriation in the amount of $100,000 from the Sewer Fund Operating Reserves to Account 054-473-43890, Other Contractual Services.
SECTION 3. The City Council hereby authorizes and directs the Finance Manager, or designee, to make all necessary budgetary adjustments consistent with this resolution.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
