RESOLUTION NO. 26-158
SAN CLEMENTE, CALIFORNIA, APPROVING AND ADOPTING THE FISCAL YEAR 2025-2026 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR SUBMITTAL TO THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City received $310,955 in Community Development Block Grant (CDBG) funds in Fiscal Year 2025-26 from the U.S. Department of Housing and Urban Development (HUD), $21,961 in program income (i.e., housing rehabilitation loan repayments), and used $12,427 in prior-year uncommitted funds; and WHEREAS, to continue receiving CDBG funds, the City Council must approve the Consolidated Annual Performance Report (CAPER), which summarizes program expenditures and accomplishments for Fiscal Year 2025-26 and was presented to the City Council on September 15, 2026 following the requisite public comment period; and WHEREAS, the City must submit the CAPER to HUD within 90 days after the end of the fiscal year.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitations are true and correct and incorporated fully herein.
SECTION 2. That the 2025-26 Consolidated Annual Performance Evaluation Report (CAPER) is hereby approved.
SECTION 3. The City Manager, or their designee, is authorized and directed to submit the FY 2025-26 CAPER to the U.S. Department of Housing and Urban Development in substantially the same form presented to the City Council on September 15, 2026.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
