Dear Applicant,
Minimum stability factors of safety on shear strength of at least 1.5 for static loads and 1.1 for pseudostatic loads have not been documented in compliance with SCMC 15.04.070.C.1 and therefore a slope stability covenant agreement is required.
As part of the covenant process, the soils engineer is required to produce a memo attesting to the conditions stated under SCMC 15.04.070.C.2 and formally request a hold harmless covenant. This memo shall be signed with their professional stamp.
In addition, the soils engineer’s memo must state “the alteration of the existing building or structure does not in any way reduce the stability of the land upon which the building or structure is located, and that the proposed project will not cause a substantial risk to health or safety, substantial damage to one or more adjacent properties, roads, or utilities, or substantial damage to a structure over its useful life.” Please have your soils engineer produce such a letter to be included with the building permit documents.
